Complete Description:
This position, under the Office of the Chief Technology Officer (OCTO) and the purview of the DC-Net enterprise, assumes responsibility for the negotiation, documentation, approval, management, and final deliverable implementation of all contractual obligations between DC-Net and approved customers, vendors, and other available resources. Accountabilities include entire project management of assigned contractual interactions/memorandums of understanding to include customer interface, SOW determination, legal authorization, material procurement, labor costs and allocation, implementation, due date compliance, and required recurring charges and service level agreement commitments. This position requires exceptional customer-focus and interactive skills, excellent organizational talent, advanced IT technical knowledge, and considerable background and experience with local government contractual processes. The resource will have complete accountability for documenting and delivering all contractual obligations between DC-Net and approved partners in the local, federal, and non-profit arenas.
Essential Functions/Responsibilities
• Act as lead interface and key decision-maker involving any and all contractual obligations with approved parties.
• Document SOW and associated deliverable requirements
• Manage issuance, tracking and follow through from cradle to grave of all task orders
• Mange all funding and procurement requirements related to task orders
• Maintain budgetary compliance and customer desired due date integrity
• Develop facility recommendations with cost benefit analysis.
• Act as primary contact and counsel to Senior Management.
• Responsible for the development of all RFI and RFP documents required for bid leveling.
• Exhibit leadership characteristics: strong communication skills, full understanding of internal policies, group and individual management.
