Job Summary:

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Director, the Contract Manager has responsibility for contract management and tracking, and provides contract development support and expertise to teams within BC Mental Health & Substance Use Services (BCMHSUS). This includes ensuring contract management best practices and procurement policies are followed, and facilitating all stages of the contract life cycle, including contract development, storage, monitoring and evaluation. The Contract Manager has a lead role in quality assurance including the development of service quality criteria, monitoring performance and resolving client issues as they relate to contract quality objectives. The Contract Manager is accountable for performance management processes for the agreements, and monitoring and reporting on the goals and deliverables. The Contract Manager collaborates with stakeholders as needed on operational issues and provides timely input/expertise/engagement on service agreements and consulting contracts. The Contract Manager is privy to highly sensitive and confidential information and employs tact and discretion in managing the day-to-day operations of the contract management function.
    

Duties/Accountabilities:

•    Prepares and structures agreements, in collaboration with BCMHSUS leadership, that clearly outline performance expectations of contracted service providers. Ensures compliance with all appropriate policy and guidelines. Monitors the provisions and terms of the service agreement and identifies, troubleshoots and resolves client issues related to quality assurance objectives.
•    Provides timely input/expertise/engagement on service agreements and consulting contracts, and their alignment with the strategic aims of BCMHSUS, and the services in support of quality patient care. Participates in evaluating business and operational impacts of contracted service requests.
•    Assists BCMHSUS leadership in engaging customer departments in developing and modifying service level agreements and priorities to ensure contract services are carried out in accordance with operational objectives. Functions as the focal point and expert resource and knowledge base on contract management for BCMHSUS leadership.
•    Participates in discussions and key decisions on agreement scope, amendments and collaborates with BCCSS to ensure compliance with PHSA/BCCSS Procurement and Financial policy, to make certain value is received for the term of the agreement.
•    Monitors contracts/service level agreements to ensure reporting requirements and any performance targets and standards are met on an ongoing basis; assists in the development of well-defined criteria to measure the performance of the services and develops regular reports. Regularly reports on overall compliance and provides advice with respect to the application of the performance agreements to BCMHSUS leadership.
•    Proactively engages Contract Managers to discuss contracts nearing end of term, and to discuss requirements for renewal or termination notice. Assists in requirements gathering and drafting of new agreements. May connect directly with contracted parties, at the discretion of the BCMHSUS operational Contract Manager.
•    Liaises with PHSA Risk Management and Legal Counsel as appropriate to ensure contract content and terms are acceptable.
•    Implements risk assessment frameworks and dashboards in order to report regularly on performance agreement compliance based on current accepted criteria and best practices. Leads the identification and management of risks associated with the performance of the contract.
•    Tracks the status of contracts at all stages of processing and maintains complete record of agency contractual obligations.
•    May supervise, lead or performance manage designated staff using effective management techniques such as coaching, mentoring, and skill development. Inspires team towards the achievement of project goals through ensuring the culture is one in which individual competencies can thrive.
•    Performs other duties as required.

Qualifications:

A level of education, training, and experience equivalent to a Bachelor’s Degree in Commerce, Business Administration or a health related field and five (5) years of recent, related contract management, process document and systems analysis experience.  Public Service and Health sector experience and knowledge an asset.

Sound analytical and problem-solving skills. Demonstrated knowledge of the project management process and proven ability to work effectively under time pressure to meet deadlines, balance work priorities and resolve issues appropriately. Ability to use diplomacy and tact in dealing with conflict resolution.  Ability to analyze and interpret complex contracts and policy relating to contracts. Excellent verbal and written communication skills. Excellent interpersonal skills and the ability to work effectively with all levels of staff. Demonstrated initiative; ability to work well independently; well-developed planning and organization skills, attention to details, and competency in word processing. Demonstrated ability to use related software and technology.
