The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPA's NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

 

SPA has an immediate need for a Technical Writer/Editor to provide on-site support in Norfolk, VA.

Responsibilities

SPA is seeking a Technical Writer to work collaboratively with program managers and Procurement and Contracting (P&C) staff in the development of requirement documents such as Statements of Work, Performance Work Statements, Statement of Objectives, Grading Criteria and other procurement related documents. The Technical Writer will be responsible for taking complex, technical information and translating it into an easily understandable format. Will support P&C in assisting program managers regarding format and content of requirements (SOWs, SOO’s, RSD’s etc.), and prepare documents in compliance with internal procedures. Will develop, draft, write, and edit requirement documents including functional descriptions, specifications, deliverables and acceptance criteria in support of P&C, program managers, and other NATO stakeholders to ensure order, clarity, conciseness, style, and terminology remain consistent. Will translate technical information to clear, readable documents to be used by technical and non-technical personnel, and conduct research and ensure the use of proper technical industry terminology. Support procurement activities such as preparing Requests for Proposals (RFP)/Invitations for International Bidding (IFIB), participating as a Recorder on Solicitation Review Boards (SRB) and Contract Awards Committees (CAC). The Technical Writer/Editor will assist in drafting and staffing of business cases to support special requests or requests for deviation from normal methods of procurement. They will meticulously record all relevant contract decisions and actions of CACs. Will establish and maintain excellent internal and external customer relations at all levels of the organization, while producing high-quality documentation that meets applicable standards and is appropriate for its intended audience and wide-spread publication. Will create tutorials and samples to help end-users initiate requirements In coordination with procurement staff, and review and update contract templates and desk guides to standardize contracting practices as needed.

Required:

Bachelor's degreeActive NATO or NATO Nation National Secret Security ClearanceCurrent Passport with no travel restrictions5 years in the last 10 of demonstrable experience capturing complex technical requirements in coordination with SMEs to support the development of contract requirements documents (within a national or international organization)5 years in the last 10 of demonstrable experience writing, reviewing, and editing requirements and specifications for contract solicitations (within a national or international organization)Demonstrable experience working closely with a cross-functional teamDemonstrated ability to acquire and present information through independent reading, interviews with subject-matter experts, written interpretation of data visualizations or other appropriate methodsDemonstrated ability to develop and maintain good working relationships with others regardless of rank/position, the stressfulness of the situation, or the diversity of opinionDemonstrable ability to lead, train, and mentor peers, customers, and trainees in requirement document development processesDemonstrated advanced skill in oral and interpersonal communication, and writing at collegiate and professional levels in English.
