Summary About the Position: Serves as a Contract Services Specialist performing a wide range of contractual and procurement functions within the Center of Military History's Museums Directorate (CMH-MD) under the general supervision of the CMH-MD Program Manager. Responsibilities Plans, organizes, and oversees procurement actions received to accomplish the placement of unique types of contracts in coordination with CMH-MD Program Manager and CMH Program Analyst. Reviews requirements packages, contractual documents, and other informational material, to ensure requested actions follow applicable regulations and directives. Reviews justifications for expenditures of contractual items. Keeps apprised of on-going financial expenditures and advises supervisor when additional funding and reprogramming of funds are required. Analyze data on a regular basis to provide information to CMH leadership and management of ways to improve effectiveness as it relates to contractor performance and the delivery of requirements requested in Performance Work Statements (PWS). Serves as a Government Purchase Card Macro cardholder depending on the mission needs for CMH-MD’s procurement of supply and services. Reviews requests for open market purchase or for procurement through prescribed federal procurement sources to determine the nature of the item or services required and sufficiency of information. Prepares, analyzes, reviews and/or consolidates special recurring report requirements using established statistical data from internal systems. Develops and maintains statistical data for reports using automated systems. Responsible for submitting requisitions, reviewing contract documents, tracking contracting actions, and following procurement strategies based on past procurement, contracting, and acquisition actions. Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes 1) planning and developing procurement related documents and performing inspections to assure compliance with specifications and safety measures; 2) procurement of a variety of supplies, services, or construction in support of an organization; 3) reviewing requisitions and determines appropriate method of procurement. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Financial Management Written Communication Time in Grade Requirement: For GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-07.
