Notice of Result letters will not be sent to applicants who respond to this flyer. Responsibilities You will analyze and evaluate major contractual/procurement aspects of mission-oriented programs. You will procure and execute a work schedule, ensuring that the necessary planning, coordination, approvals, negotiation, and other requirements are completed in a timely manner. You will ensure work is in compliance with legal and regulatory requirements. You will utilize your knowledge in procurement statutes, regulations and/or contracting methods, policies, procedures, and contract types to plan and carry out pre-award and/or post-award procurement actions. You will be responsible for ensuring proper funding, waivers, certifications, approvals, and regulator compliances are obtained for purchase requests. You will be responsible for addressing any funding discrepancies and will devise and implement measures to rectify those issues. You will conduct market research to identify commercial products that will fulfill customer needs and decide which suppliers to contact. You will offer guidance on programs and policies to facilitate the creation of procurement plans well ahead of each fiscal year, establishing requirements in line with approved budgets. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing diverse contracting methods and contract types for executing pre-award and/ or post-award procurement actions; AND Analyzing difficult contracting issues, to include identify alternative courses of action. Additional qualification information can be found from the DoD qualification standard for GS-1102: QUALIFICATION STANDARD FOR GS-1102 CONTRACTING POSITIONS (navy.mil) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In addition, You will be required to meet the Basic Educational Requirement: You possess a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR You are a current career or career-conditional employee of the Department of Defense who occupied an 1102 or contracting position with authority to award or administer contracts in excess of the simplified acquisition threshold (SAT) in an Executive Department on or before September 30, 2000. OR You are a current active duty military member of the armed forces (other than Coast Guard) who occupied a contracting position or similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000. Additional Information This position is covered by the Department of Defense Priority Placement Program. Relocation expenses (i.e. PCS) or relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations; Relocation incentives as described in 5 USC 5743 may be authorized in accordance with applicable regulations. PCS is not authorized. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
