Responsibilities Serves as Senior Contract Specialist and Lead Negotiator for highly specialized long-term complex contracts that affect a wide range of procurement activities or contractor operations for DLA Maritime Mechanicsburg Detachment. Serves as a Technical Contract expert and/or authority for applicable contractual matters related to new and/or mature Naval Weapons Systems with complex and unique logistics support problems. Analyzes alternatives for program procurement requirements and develops procurement strategy tailored to provide the most effective support of current needs and anticipated long range program requirements. Coordinate with appropriate service representatives to identify alternative sources of supply, respond to customer requests, and provide advice regarding changes to sales orders as needed. Establishes Long-Term Contracts, Indefinite Delivery Indefinite Quantity Contracts, Prime-Vendor, Direct Vendor Delivery, Virtual Prime Vendor, and Performance Based Logistics Contracts. Review and analyzes certified cost/pricing data and performs cost analysis based on the review of certified cost/pricing data. Requirements Conditions of Employment Qualifications To qualify for a Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Use a wide range of contracting methods and contract types to plan and carry out pre-award and/or post-award procurement actions. Analyzing difficult contracting issues and identifies alternative courses of action. Developing new sources of supply and assesses the impact on the market of large Government contracts. Identifying sources, analyzes cost and pricing data and contract proposals, and evaluates the offerors for responsibility. Perform cost or price analysis, including review of cost breakdowns to determine reasonableness. Monitoring contracts that are fixed-price with redetermination provisions, cost reimbursements or incentives. Negotiating complex contracts that include diversified supplies and or services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
