Summary You will serve as a CONTRACT SPECIALIST of NAVSUP WEAPON SYSTEMS SUPPORT. Responsibilities You will review or advise other individuals responsible for policy development and/or dissemination how certain policies relate to work processes or to identify potential workload impacts. You will coordinate Contractor's requests for waivers or deviations from contract specifications with the Technical and Engineering Support. You will perform comprehensive acquisition planning, analysis, and negotiation for repair and/or spare parts acquisitions in support of NAVSUP WSS-M managed equipment, including all facets of surface and subsurface shipboard systems. You will prepare solicitations which involve complex or vaguely defined requirements, and evaluates proposals based upon various factors beyond mere price. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning appropriate procurement strategies, and identifying potential contractors and/or sources of supply; 2) Understanding contracting policies and procedures, negotiation techniques, technical requirements, and the contractor's operations to negotiate and/or definitize contracts/contractual actions for supplies and services; 3) Governing cost accounting practices, the principles and techniques of economic, statistical, accounting, and financial analysis, cost and price analysis principles, procedures and techniques, and business and industry principles; 4) Analyzing reviews performed by auditors, or technical specialists, analyze technical and historical production and statistical reports, and evaluate price and/or cost data for a variety of pre-award and/or post award procurement actions.
