Job Summary:
The contract specialist will assist the U.S. Marshals Service’s (USMS’s) Office of Procurement with various government contracts. This position will liaise with Federal Employees, Contractors, and Divisions throughout the U.S. Marshals Service.

Clearance Required: Yes – Obtain a Public Trust

Responsibilities:
+ Conduct contract reviews, assist in cradle-to-grave operations, call order modifications, and close-outs
+ Will be required to input contracts, task orders, and purchase orders into the Unified Financial Management System (UFMS)
+ Assist Government contracting officers with large and small purchase contract actions
+ Review solicitation packages for completeness
+ Advise and provide program offices with examples of documents to be contained in a solicitation package.
Qualifications:
+ Bachelor's degree with at least 24 hours of business credit
+ Recent Federal Contracting Officer/Specialist Experience is required
+ At least four (4) years of related working experience demonstrates that the candidate meets the duties mentioned above and responsibilities
+ Must possess advanced knowledge of the Federal Acquisition Regulations (FAR 8, 12, and 15)
+ Experience researching, analyzing, and writing summary reports on policy issues.
+ Ability to develop procurement policies and prepare clause deviations waivers
+ Knowledge of the Department of Health and Human Services Procurement Innovative Lab (PIL) techniques
Preferred Qualifications:
+ Knowledge of Civilian Services Acquisition Workshops (CSAW)
+ FAC-C Level II or DAWIA Level II preferred
