The Department of Conservation and Recreation’s mission is to protect, promote and enhance our commonwealth of natural, cultural and recreational resources for the wellbeing of all. The DCR is steward to one of the largest and most diverse state parks systems in the nation which includes more than 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. DCR strives to be an exemplary leader in conservation and recreation. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

Provide guidance to Agency staff on the policies for writing request for proposal (RFP), request for information (RFI), Due Diligence, Notice of Intent, etc.Review documents when submitted by agency staff prior to posting. Ensure all documents are compliant with the Office of Operations Service Division (OSD) and DCR rules and regulations prior to posting. Provides guidance to agency staff on the requirements (OSD or Agency) for posting on Commbuys.Ensures that Commbuys postings are accurate and performed in a timely manner. Ensure all addenda, bidders lists, bid awards, quick quotes, vendor updates, purchaser updates, etc. are posted in an accurate and timely fashion.Provides training to other agency and unit staff on Commbuys postings. Maintains competence by attending Commbuys training programs when appropriate.Provides guidance to agency staff regarding the completion of required forms in preparation of final award package.Responds to vendor questions regarding contracts forms on Commbuys. Ensure that all contract renewals are requested by contract managers are complete, accurate and compliant with Commbuys postings.Participates in discussions regarding internal processes, providing feedback and recommending improvements to contracts department for efficiency.Works together with peers and management in a professional and courteous manner.Brings issues of concerns to the Director of Contracts and Procurement in a timely fashion.Attends meetings with staff, management and other agency staff as needed.Handles all phone calls regarding goods and services and Commbuys in a courteous and helpful manner.Updates and stays aware of current contract spreadsheet to reflect the status of each project on a weekly basis. Maintains an efficient filing system that is easily accessible.Perform other relevant duties as requested.

Preferred Qualifications

Knowledgeand work experience working withstatebudget, procedures and terminology.Knowledgeofstateproceduresgoverningthepurchasingandrequisitioningofsupplies andequipment.Preferred work experience and knowledge of procurement procedures and standards regulations.

I. A Bachelor's degree with a major in business administration, management, public administration or law may be substituted for a maximum of one year of the required experience.

II. A Graduate degree with a major in business administration, management, public administration or law may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
