CONTRACT SPECIALIST - Title 32
Summary This National Guard position is for a CONTRACT SPECIALIST - Title 32, Position Description Numbers D2625000/D2624000/D2622000 and is part of the WI 115 MSG, Wisconsin Air National Guard. *This vacancy is also advertised as Title 5 Job Announcement # 25-086B and AGR Job Announcement # 25-029* (Note: Only one vacancy will be hired) Responsibilities As a CONTRACT SPECIALIST - Title 32, GS-1102-7/9/11, you will: GS-7/9 : Perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. Non-competitive promotion to the next higher grade level is dependent upon 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all Office Personnel Management (OPM) legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor. GS-11: Ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. Requirements Conditions of Employment MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: E-1 through E-7 **Note: Cross Trainee applicants must be E-5 or below and complete the Contracting Retraining Assessment. (Per the AFECD)** Conditions of Employment: - National Guard Membership is required. - Federal employment suitability as determined by a background investigation. - May be required to successfully complete a probationary period. - May be required to travel by military or commercial aircraft in the performance of TDY assignments. - Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. - Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. - The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. - The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66. - In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. - The incumbent must obtain and maintain secret security clearance. - This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Qualifications GENERAL EXPERIENCE: To qualify as an applicant for any GS-1102 position, you must show you are/have; - Skilled in collecting and analyzing contracting data effectively, efficiently, and accurately; - Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; - Ability to write English in reports and presentation formats; - Ability to communicate clearly and effectively; - Skilled in presenting formal training presentations and briefings; and, - Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: GS-07: You must have an understanding of the basic principles and concepts of the National Guard Procurement business and/or contracting program requirements and certifications. You should have experiences and training that demonstrates the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. If you have completed the Contracting Apprentice Course and were awarded the applicable and compatible military skills (ANG Enlisted AFSC 6C0X1) you are considered minimally qualified for the GS-07 position(MUST PROVIDE DOCUMENTATION OF COMPLETED MILITARY SCHOOL). GS-09: Must have at least 12 months of functional contracting experiences and competencies that provided knowledge of contracting principles and procedures to include the following business: Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures; Small Business Socio-Economic; Delivery Order / Task Order; Contract Administration; Government Purchase Card program. GS-11: Must meet positive education requirement. Must have at least 12 months of broadening contracting experiences and competencies that provided full working knowledge and skill in contracting principles and procedures to include the following tasks: Procurement in Pre-Award and Award Contracts, Simplified Acquisition Procedures, Small Business Socio- Economic, Delivery Order / Task Order, Contract Administration, Purchase Card program. Education DAWIA Certification: All personnel selected must meet certification requirements, DAWIA Level I - Professional certification, within 36 months of placement in the 1102 series. Mandatory Positive Education: A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. You must provide transcripts or other documentation to support your educational claims. *To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position.
