Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CONTRACT SPECIALIST (Title 5), Position Description Number T0049P01/T0048000 and is part of the OK JFHQ, Oklahoma Army National Guard. Responsibilities GS-09: This position is located at Joint Force Headquarters - United States Property and Fiscal Office (USPFO) Purchasing and Contracting office or an ANG Base Contracting Office. The primary purpose of this position is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. Non-competitive promotion to the next higher grade level is dependent upon 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all Office Personnel Management (OPM) legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor. Plans acquisitions for standard or specialized services, supplies and/or construction contracts where specifications are standardized within established competitive markets, and where price competition exists. Reviews requisition package for adequacy and completeness of description, consistency, and compliance with administrative, regulatory, and procedural requirements. Contacts requesters to resolve discrepancies and ambiguities. Provides guidance to customers in the development of the statement of work/performance work statement/statement of objectives and data requirements. Determines appropriate contract type and method of procurement based on the nature of the requirement, urgency of need, estimated cost, market conditions, and applicable procurement policies and regulations. Develops solicitations, evaluates responses, and makes award recommendations. Conducts market research and analyses whether commercial items or non-developmental items are available to meet the Government's needs or could be modified to meet the Government's needs. Uses primarily firm fixed price or similar contract types when historical and precedent data are available. Prepares and issues solicitation documents selecting appropriate provisions and clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulations. Analyses quotations, bids or proposals for compliance with solicitation, price reasonableness, adequacy of competition, and probability of meeting requirements. Evaluates prospective contract price utilizing basic price analysis techniques by research and review of available historical and precedent data, manufacturer's catalogs, current labor rates, comparison of other competitive quotes/offers received and/or standard industrial cost and price data. On negotiated procurements, contact offering parties or contractors to negotiate prices that appear either excessive or underestimated, to request earlier delivery date, closer conformance to specifications, or similar matters. GS-11: This position is located at Joint Force Headquarters - United States Property and Fiscal Office (USPFO) Purchasing and Contracting office or an ANG Base Contracting Office. The primary purpose of this position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Performs market research/analysis to determine availability of the requirement; analyzes market trends, commercial practices, conditions and technological advances. Determines appropriate method of procurement using a wide range of contracting methods and contract types. Selects appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems. Analyzes contracting issues and recommends best course of action. Performs acquisition planning along with the program manager/customer, technical, legal, and finance personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions, as applicable. Exercises latitude in dealing with problems arising during the pre-award phase of the procurement action. Executes post-award contract performance management actions on assigned contracts. Trains and monitors appointed Contracting Officer Representatives (CORs) as required. Monitors and evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of contract deliverables and performance metrics. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE (GS-09): (Foundational Level) - Must have one year of experience in contracting at the GS-07 grade level that provided exposure to the full scope of contracting and acquisition and a working knowledge in one or more of the following areas: (1) A knowledge of contracting authority and responsibility, (2) Contract principles and knowledge of the Federal Acquisition Regulation, (3) Contractor responsibility standards, (4) Regulatory compliance, (5) Knowledge of Federal supply schedule contracting, and (6) Knowledge of acquisition definitions and applicability. In addition to participating in education and training courses, individuals are expected to develop their required competencies through relevant on-the-job experience, which may include rotational assignments. - Knowledge of directly applicable statutory provisions, regulations, and procedures to be able to perform well-defined and procurement function precedent exists. - Knowledge of commonly used contracting methods and contract types sufficient to perform pre-award, post-award, and/or contract price/cost analysis functions when the contract actions are well-defined, and precedent exists. - Knowledge of commercial business practices and market conditions that relate to the technical and program requirement to assist customers in developing requirements and to evaluate proposal responsiveness, contractor responsibility, and contractor performance. - Knowledge of formal advertising sufficient to solicit proposals to procure a variety of requirements ranging from standard to specialized services, commodities, or construction. - Knowledge of contract price/cost analysis techniques sufficient to perform basic analysis for firm fixed-price or similar contracts, when historical pricing data and precedents are applicable. - Knowledge of the GPC program to analyze issues and identify alternative courses of action, modify standard procedures and terms to satisfy requirements, and solve a variety of common problems. - Knowledge of supply regulations pertaining to accountable property. - Knowledge of public speaking and publicity techniques sufficient to plan or conduct training sessions designed to enhance/facilitate the GPC. -Knowledge of Contract Regulations to verify contractual documents for compliance and accuracy of terminology. Ability to interpret and clarify regulatory contractual material. - Knowledge of contract negotiation techniques sufficient to negotiate or administer contracts where the contracting actions are well-defined, and precedent exists. - Knowledge of standard automated systems, non-standard systems, and Web postings that affect the organization's mission execution to review and evaluate of automated systems to determine their overall effectiveness and recommend changes to improve system performance. - Knowledge of report writing techniques to present factual information clearly, write procurement memoranda, and draft contract provisions and supporting documentation. SPECIALIZED EXPERIENCE (GS-11): (Practitioner Level) - Must have one year of contracting experience at the GS-09 level performing work in the following areas as applicable to the position being filled: (1) Pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, (2) Award of contracts that includes forming a contract, and (3) post-award actions to administer the contract. Competencies at the practitioner category emphasize functional specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. Individuals at this category are expected to have and apply journeyman level acquisition-related skills. - In-depth knowledge of commercial business practices and market conditions to evaluate offer acceptability, contractor responsibility, and/or contractor performance, and to determine acquisition strategy and sources. - Knowledge of up-to-date market research procedures. - Knowledge of a wide range of contracting methods and contract types sufficient to perform pre-award, post-award, and price/cost analysis functions. - Knowledge of negotiation techniques and technical requirements sufficient to procure complex and/or diversified services, commodities, and/or construction. - Knowledge of contract administration sufficient to monitor a group of diverse contracts, understanding quality assurance, inspection, acceptance, and corrective action terms and conditions. - Knowledge of contract termination procedures sufficient to recommend or determine allowable costs, profit to be allowed, disposal of government property, and similar issues and to negotiate settlements with contractors. - Knowledge of contract cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions. - Knowledge of the GPC program to analyze issues and identify alternative courses of action, modify standard procedures and terms to satisfy requirements, and solve a variety of common problems. - Knowledge of public speaking and publicity techniques sufficient to plan or conduct training sessions designed to enhance/facilitate the GPC. - Knowledge of Contract Regulations to verify contractual documents for compliance and accuracy of terminology. Ability to interpret and clarify regulatory contractual material. - Knowledge of standard automated systems, non-standard systems, and Web postings that affect the organization's mission execution to review and evaluate of automated systems to determine their overall effectiveness and recommend changes to improve system performance Education Mandatory Positive Education - Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. You must provide transcripts or other documentation to support your Educational claims.
