Summary You will serve as a CONTRACTING OFFICER REPRESENTATIVE in the TECHNICAL DIRECTOR Division of PACIFIC MISSILE RANGE FACILITY. Responsibilities You will monitor, review, and determine whether a contractor's performance is in compliance with specifications and requirements of the contract. You will respond to emergencies and problems, maintain contact with Contracting Officers, and coordinate all work efforts. You will develop contract modifications and supporting documents. You will ensure contractor compliance with contract provisions, provide interpretation to contractor, and review proposals. You will inspect supplies or services and certify receipts for payment purposes. You will maintain a contract file system from contract development to closure. You will review surveillance audit reports, surveys, and corrective action requests with any critical noncompliance. You will conduct, chair, and attend formal and informal briefings/meetings and recommend improvements. You will review and verify contractor invoices. You will serve as the point of contact between the contractor and the customer. You will review, interpret, and apply guidance from regulations and publications related to contract operations. You will serve as Secretary/Recorder of the Performance Assessment Board. You will ensure contractor employees have the skill levels required for their positions and are performing at their level. You will assist in developing plans for procurements. You will coordinate resources for development and training. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assess and monitor contract work and contractor performance and development of recommendations to ensure compliance with contract requirements.
