LOCATION & POSITION INFORMATION:
+ This position is located within theOffice of Secretary in Baton Rouge, LAand is in a Career Progression Group up to a Contract/Grant Reviewer 4.

POSITION INFORMATION:
This position is responsible for high-level and complex contract/grant administration for the Office of the Lieutenant Governor (OLG) and the Department of Culture, Recreation and Tourism (DCRT), which consists of six agencies including the Office of the Secretary, Office of State Library, Office of State Museum, Office of State Parks, Office of Cultural Development, and Office of Tourism. All contracts, grants and grant guidelines, agreements, amendments, and requests for proposals (RFPs) for the OLG and DCRT are reviewed through this position in coordination with the Contracts/Grants Reviewer Manager and DCRT General Counsel. This position provides training, monitoring and support for each agency within the department on the development, preparation, processing, compliance and evaluation of contracts; provides training in LaGov and Ariba/Lesa systems; reviews all contracts generated within each agency; and approves or returns each contract/grant for additional revisions prior to the General Counsel's legal review. The position is responsible for maintaining all professional services contracts in LaGov and RFP's in Ariba/Lesa, maintaining the original, approved contracts/agreements and supporting documents for review by the Louisiana Legislative Auditor, and producing, compiling and transmitting all electronic files for OLG and DCRT contracts/agreements to the Division of Administration, Office of State Procurement - Professional Contracts (DOA OSP - PC). This position reports directly to the Contracts/Grants Reviewer Manager and works closely on a daily basis with the department's General Counsel.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of experience in contracts or grants management, procurement, financial management, or accounting; OR
Six years of full-time work experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
Tasks performed are at the entry level:
Prepares, develops, and monitors routine and less complex contracts and/or grants agreements, applications, budgets, amendments and sub-grant agreements in accordance with statutory and regulatory requirements and departmental policies and procedures.
Works with administrators, officials, and other personnel to solve contract problems.
Maintains records, prepares reports and/or correspondence relative to contracts and/or grants.
Provides assistance to program personnel in preparation of grants proposals or contracts agreements.
Reviews reports and records to ensure costs claimed are allowable, and to ensure contract/grant is on schedule and terms are being met.
Assists in the preparation of RFPs (Requests for Proposals).
Tracks the approval process of contracts/grants ensuring all necessary approvals are received. Researches grant awards and state appropriation budgets to make sure that funds are available.
Obtains and reviews performance evaluations after completion of a project to comply with state law within established time limits.
Performs original entries, reconciliations, and all adjustments to grants management accounting records.
DUTIES AND RESPONSIBILITES INCLUDE:
65% Contracts/Grants Administration
+ Oversee the preparation and development of contracts and/or grants agreements, applications, budgets, amendments and sub- grant-agreements in accordance with federal and state regulations and restrictions and within departmental policies and procedures.
+ Develop and implement policies and procedures for personal, professional, and consulting services contracts, grant programs, RFPs, amendments, and cooperative endeavor agreements.
+ Interpret federal and state laws, rules and regulations as regards contracts and/or grants.
+ Represent the department in negotiations with granting agencies, contractors, department officials, Civil Service and Division of Administration relevant to contracts/grants problems and obtaining required approvals.
+ Train agency personnel on contract laws, regulations, policies and procedures. Provide one-on-one training for departmental staff in LaGov and Ariba/Lesa. Coordinate on a departmental level the development, processing, monitoring, termination and evaluation of contractual obligations of the OLG and DCRT. Work with administrators, officials, and other personnel to solve contract problems and facilitate coordination.
+ Create and maintain electronic database of all contracts and agreements. Maintain hard-copy, original files of the department for review by the Office of the Legislative Auditor. Prepare reports for administrators, the legislature, auditors, the Office of the Lieutenant Governor, the Undersecretary, and monthly reports for the DOA OSP - PC.
+ Serve as liaison between agency heads, contract monitors, and the Office of Management and Finance personnel to ensure: agency funding is available for contract projects, compliance to the terms of contracts, established timelines are met, all deliverables are received, payments are correctly disbursed, and final evaluations are received.
+ Review, edit and revise contracts to ensure: the scope of services is in accordance with each individual agency's statutory purpose, the deliverables are clearly stated, and the payment terms are reasonable and justified. Approve reviewed contracts for submission to the General Counsel for legal review or return contracts to the agencies for further revisions.
+ Enter approved contracts into La Gov, secure approvals from the Department of CiviI Service, the Office of the Attorney General, and the DOA Office of the General Counsel, as needed. Produce letters of certification, late justification and other required documentation and submit contract, agreements, amendments, and supporting documentation to the DOA OSP - PC for final approval.
+ Work directly with DOA OSP - PC to resolve any problems or issues that may delay the contract approval process. Review and approval all final performance evaluations and submit them to DOA OSP - PC. Carry forward any multi-year contracts in LaGov during year-end close out
+ Write agreements and contracts for under-staffed, smaller agencies, boards, or commissions within the department.
+ Assist in preparing RFPs and supporting documentation. Review and approve draft RFPs and submit for legal review. Post RFP on LaPAC and any addenda. Attend departmental Evaluation Committee meetings to answer procedural questions regarding proposals and scoring of proposals. Attend procurement Support Team meetings to ensure all PST questions and revisions are addressed.
+ Review all grant guidelines, administration manuals, applications and grant agreements and eliminate any discrepancies between the documents. Ensure grant programs and agreements are in compliance with federal and state laws, rules, and regulations.
20% Request for Proposals
+ Assist department agencies in preparing Request for Proposals (RFP). Submit draft RFP through LaGov for review and approval prior to posting. Post approved RFP and other documentation on LaPAC. Attend department Evaluation Committee meetings to answer procedural questions regarding proposals and scoring of proposals. Attend Procurement Support Team (PST) meetings to ensure all questions and revisions are addressed.
10% Special Projects
+ Assist with development of contracts and agreements for new departmental program initiatives, natural and man made disasters (MOUs and interagency agreements regarding hurricane damages to historic properties and tourism decline, property transfers and real estate leases departmentwide ), and legislative actions such as the transfer of boards and commissions to the Department of Culture, Recreation and Tourism and the commemoration of cultural and historic state events.
5% Other Duties as needed
