Contracts Manager – US based remote

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a Contracts, Grants, and Procurement Manager with a focus on contracts. 

 

 

Position Description: The Contracts Manager is part of the Contracts, Grants, and Procurement (CGP) team, a fun, collaborative, and committed group of professionals that bring rigor and discipline to managing USAID programs through standardized systems and tools that facilitate the achievement of technical objectives. This is an exciting mid-level position that works across all of Tetra Tech’s technical sectors and international geographies, providing endless opportunities to grow professionally in the field of international development. The Contracts Manager reports to either the Senior CGPM or another CGP Manager and works closely with home and field office project management teams and project support services to support project implementation with emphasis on contract and subcontract compliance at various points throughout the business cycle. The successful candidate enjoys working independently and in teams, has a strong work ethic, possesses excellent judgment and discretion, and is passionate about the work our projects are doing. Patience and strong attention to detail are needed as the position requires oversight of a wide range of large and small tasks. The position can be fully remote from a continental US-based location or hybrid within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA. 

Responsibilities:

* Provide contractual support and guidance to a long-term portfolio of projects.

* Support project implementation by providing resources, tools, and solutions to complex regulatory challenges.

* Provide support to projects in interpreting contract requirements, reviewing local subcontracts, local procurement packages, and legally binding documents, requesting necessity of waivers and approvals and documenting contract compliance.

* Negotiate, prepare, and administer subcontracts and letters of authorization and modifications to US-based companies on projects with oversight and approval from the Director of CGP or Sr. CGP Manager.

* For subcontracts paid from the home office, track subcontract spending and obligated funding and review, approve and code their invoices for accounts payable.

* Provide on-going support to field-based project staff responsible for subcontracts and procurement, particularly in the area of contract compliance and audits.

* Lead the drafting and/or negotiation of legally binding agreements (i.e. purchase orders, subcontracts, grants, etc.) and hold teams accountable for follow-up actions.

* Develop and update policies, tools, and templates for contracts and procurement management.

* Stay abreast of USG rules and regulations applicable to the management of contracts and procurement (FAR, AIDAR, ADS, CFR).

* Undertake short-term assignments to establish and launch project contract and procurement programs, conduct assessments, troubleshoot issues, and provide compliance and closeout support, as necessary.

* Collaborate with the CGP team on designing and delivering trainings on USG rules and regulations for home office and field staff.

Minimum Qualifications Required:

* Minimum of a bachelor’s degree required; master’s degree preferred.

* Minimum of 7 years of experience in a similar role, responsible for contracts or procurement, with a preference for USAID funded programs.

* High proficiency in USG rules and regulations (FAR & AIDAR).

* Ability to travel internationally up to 35% of time.

* Proven capacity building and training skills.

* Proven track record facilitating solutions to complex problems.

* Excellent communication and interpersonal skills to service internal and external clients.

* Excellent information management skills, with very strong attention to detail.

* Ability to work under pressure and meet tight deadlines.

* Must be comfortable working in a fast paced and sometimes intense work environment.

* High level proficiency of MS-Office applications and databases.

* Current U.S. work authorization is required at the time of application.

 

Preferred Qualifications:

* Fluency in a second language in addition to English highly desirable;

* Budgeting, financial, and auditing experience desirable.
