Job Description:

Parsons is looking for an amazingly talented Construction Contracts Manager to join our team! This is a seconded position 5 days a week at the Los Angeles World Airports (LAWA).

What You'll Be Doing:

Lead the development, execution, and administration of task order solicitation, task orders, and amendments under a Multiple Award Task Order Contract (MATOC) program.Manage Task Order (TOs) prioritization and tracking project milestone dates,Ensure Task Orders support program objectives, mitigate risks, and comply with all applicable regulations.Continuously update and maintain contract templates and procurement work streams to ensure standardization, efficiency, and regulatory alignment.Provide strategic guidance on task order-related issues, identifying potential risks and recommending solutions to prevent project delays or legal challenges.Develop and implement best practices for task order lifecycle management to streamline processes and enhance contract efficiency.Serve as the primary liaison between multiple stakeholders, including:Cost Control Managers (CCMs)/Project Managers (PMs): Ensure contracts align with project scope, schedule, and delivery milestones.Delivery Executives: Provide updates on contract execution and risk mitigation strategies.City Attorney Office and Compliance Teams: Ensure contracts meet legal, regulatory, and procurement standards.Economic Impact Team: Ensure that TOS contain BOAC approved contract requirements.Board Office & Auditors: Maintain transparency and provide task order documentation as required.Airport Development Administration: Communicate TOS look ahead and awards and provide administrative documents to ensure MATOC firms and subsequent task orders are recorded in LAWA’s financial system. Assist with transmittal of change orders to facilitate prompt payment.LAWA Strategic Sourcing Division: Coordinate use of Bonfire, or other LAWA platform, to communicate task order solicitations from initial advertisement to award.Contractors/Consultants: Communicate with Industry partners, contractors, and consultants to manage expectations, provide updates, training and feedback.Prepare and submit timely and accurate data reports to the Economic Impact Team ensuring timely and accurate contract and Task Orders status updates, and financial tracking.Maintain a MATOC database that tracks all contract data, including but not limited to: contractual and Task Order commitments, real time task order solicitation activities, amendments, Subcontractor additions, conflict determinations, and compliance documentation.Act as a key advisor to senior leadership, identifying potential contract risks and recommending corrective actions.Oversee and manage a high-volume TOS workload and ensure timely execution while maintaining compliance with:MATOC terms and conditionsLos Angeles City Charter requirementsPublic contracts and procurement codesLead TOS strategy development, ensuring contract structures minimize risks, prevent disputes, and reduce the potential for bid protests.Administer end-to-end solicitation activities, request for interest, task order solicitation, coordination of TOS scoring/interview, task order issuance, and amendments.Conduct periodic compliance audits to identify potential risks and gaps in contract execution, implementing corrective measures as needed.Ensure cost-effective procurement solutions that maintain the program's budget and financial integrity.Establish and maintain standard operating procedures (SOPs) for MATOC contract administration, ensuring clarity and consistency in contract execution across teams.Design and deliver training programs to educate project managers, project teams, stakeholders, executives, contractors and procurement personnel on MATOC procurement and compliance processes.Ensure all staff are well-versed in contract administration policies, public procurement laws, and risk management strategies.Provide ongoing mentorship and professional development for contract managers, analysts, and procurement specialists to enhance their technical expertise and operational efficiency.

What Required Skills You'll Bring:

Bachelor’s degree in Business Administration, Law, Construction Management, or a related field.

Professional certifications in contract management or procurement (e.g., Certified Professional Contract Manager (CPCM), Certified Federal Contracts Manager (CFCM), or equivalent) preferred.

Familiarity with industry-standard contract management tools and systems.At least 15 years of progressive experience in Public Sector contract management, procurement, audits and compliance for large-scale construction, professional services and infrastructure projects.Extensive expertise in Design-Bid-Build, Design-Build and CMAR MATOC contract structures, including task orders, amendments, and dispute resolution.Strong leadership and project management skills, with a proven ability to manage high-value contracts in a complex, high-pressure environment.Deep knowledge of MATOC terms, City Charter, public contracts, and procurement codes to ensure full regulatory compliance.Proven ability to thrive in a fast-paced, multi-tiered stakeholder environment, managing competing priorities with a strong sense of urgency.Strong negotiation, communication, and analytical skills, with the ability to work effectively with government agencies, legal teams, financial departments, and risk management professionals.Demonstrated experience in developing and maintaining  templates, work streams, and procurement documentation.Experience in developing and leading training programs on contract management and compliance.Ability to analyze contract risks and develop proactive mitigation strategies.Proficiency in contract management software, Power BI, and procurement tracking systems.

Salary Range: $120,800.00 - $217,400.00
