BSc or B-Tech in Civil Engineering, Quantity Surveying, or Construction Management.
Registration with a professional body such as SACPCMP, ASAQS, or ECSA.
Minimum 10 years of experience in civil construction, specializing in water reticulation networks and bulk water pipelines.
At least 8 years of experience working with NEC3 Engineering and Construction Contracts, with expertise in the specific Option chosen for this project.
Technical Skills:
Proficient in contract management, claims resolution, and cost control under NEC3 ECC. Strong understanding of construction methodologies, particularly for water infrastructure projects. Advanced knowledge of risk management, change management, and compensation events under NEC3. Soft Skills:
Excellent leadership, communication, and negotiation skills. Strong problem-solving capabilities and attention to detail. Ability to foster collaborative relationships among stakeholders. Preferred Additional Skills
Proven experience in large-scale, multi-stakeholder infrastructure projects. Proficiency in project management software such as Primavera P6 or MS Project. Performance Indicators
Effective management of the NEC3 ECC contract, ensuring compliance and resolving disputes efficiently. Delivery of the project within agreed timelines and budget constraints. Positive stakeholder feedback on contract administration and communication. Timely submission of accurate financial and performance reports.
Contract Administration
Oversee and manage all aspects of contract documentation, implementation, and compliance. Administer the NEC3 ECC contract, focusing on the chosen Option (specific to this project). Ensure accurate interpretation and application of contract terms and conditions. Issue and respond to contractual notices and communications in line with NEC3 protocols. Project and Risk Management
Monitor and manage project risks associated with contractual obligations. Collaborate with the Project Director to align contractual deliverables with project goals. Oversee change management processes, including compensation events, variations, and extensions of time. Financial Management
Oversee contract cost control, ensuring alignment with the project’s budget. Review and approve payment applications, valuations, and contractor claims. Ensure proper allocation of contingencies and cost forecasts. Stakeholder Engagement
Act as the main point of contact between the Employer, contractors, and stakeholders on all contractual matters. Facilitate clear communication channels and resolve disputes efficiently. Ensure compliance with all regulatory requirements and local authority guidelines. Team Leadership
Guide and mentor the contracts administration team to ensure alignment with project goals. Facilitate knowledge sharing on NEC3 ECC practices among team members. Reporting and Compliance
Prepare and present monthly contract performance reports. Ensure compliance with project policies, standards, and governance frameworks. Maintain meticulous records of all contractual documents and communications.
