● Monitoring and Evaluation
● Technical Writing
● Management and Supervision
Experience
:
At least four (4) years of relevant supervisory/ management experience cumulative in any or all the following areas:
● Program/project development and implementation
● Planning/setting up of a system
● Supervision or management of an organizational unit/team and project/program
● Designing, implementing, and/or facilitating projects/activities/programs

Job Summary:
Under the direction of the Director, the Project Development Officer V manages the Operations Division of the NHTO to ensure that the Listahanan Database is shared and utilized in accordance with the Data Sharing Guidelines and in compliance with the Data Privacy Act for the development and implementation of programs and services directed to the poor. He/She is expected to supervise the Operations Division and facilitate the appropriate implementation of its work plan. He/She will engage, present and coordinate with various internal and external stakeholders to meet the office’s objectives. He/She will act as the Officer-In-Charge (OIC) in the absence of the Head of OB
Statement of Duties and Responsibilities:
1.Supervises, monitors and evaluates the implementation of programs/interventions initiated by the Division or the Office to ensure that the outputs and objectives are met;
2.Reviews and monitors the Division Work and Financial Plan (WFP) which includes targets, schedules, and performance metrics to ensure its successful implementation;
3.Reviews, develops and/or recommends internal work processes, guidelines, standards, policies and procedures to enhance the existing systems in the Division;
4.Recommends actions or measures to the Head of OBSU and/or other DSWD Authorities to address issues, challenges and gaps observed in the programs, activities, projects and/or interventions implemented by the Office;
5.Provides technical assistance to stakeholders (internal and external) along key result areas of the Division or the Office;
6.Reviews and submits comments/inputs to department guidelines, legislative agenda, bills and other local and international instruments/documents on proposed policies, guidelines and/or laws, to which the inputs of the Office/Division are being requested;
7.Attends meetings and participates in committees (internal to DSWD or inter-agency) requiring the representation from the Office as needed;
8.Acts as a Resource Person on topics along areas of expertise and the KRAs of the Office;
9.Comply with pertinent reportorial requirements from the DSWD and other relevant offices;
10.Conducts staff meetings to discuss, monitor, or resolve matters/issues/deliverables of the Division;
11.Reviews and provides technical inputs and/or initials/signs the reports, draft guidelines/policies, and all other outputs prepared by the staff from the division;
12.Communicates relevant and appropriate information to staff on a regular bases (e.g. individual and team deliverables, performance standards, work methods, processes and procedures, etc);
13.Assesses capabilities of staff and provides training, coaching, mentoring and other developmental strategies to hone the competencies of staff supervised;
14.Monitors, evaluates and rates the performance of the staff against deliverables and other performance measures to determine the areas for improvement;
15.Address discipline problems in the division to prevent/resolve conflicts and other obstacles to performance; and
16.Performs other tasks and functions as may be specified by the Head of OBSU.

12.Assessment of Office, team and individual staff members’ performance and work outputs.

Initial Shortlisting:
Obtain 80% or 48 points of the maximum total score derived from the Education, Training and Experience (ETE)

Top five (5) or less high rating but rating should not be less than 75 points of the total ETE, performance rating and written examination results
Final Shortlisting:
Top five (5) or less highest rating but overall rating should not be less than 85%
