JOB DESCRIPTION

The Chief Administrative Officer of the Accounting Division for Special Projects (ADSP) is responsible for overseeing the financial management and accounting functions related to the Department’s Special Projects, which include the Pantawid Pamilyang Pilipino Program, KC-NCDDP Additional Financing, KC PAMANA, KKB, and NHTS-PR. This role ensures the propriety, legality, and completeness of supporting documents for all financial claims and transactions charged against the available funds of the aforementioned Special Projects. This role also ensures the timely and accurate preparation of financial reports, the thorough review and monitoring of the liquidation of funds, and the submission of financial reports to Management oversight agencies, and development partner banks, in compliance with loan covenants.

Functions and Responsibilities:

1. Oversee the operations of the Accounting Division for Special Projects Division;

2. Supervise the Section Heads Unit Heads of Liquidation, Pre-audit and Loan Compliance Units of Accounting SP Division;

3. Review and approval of Disbursement Vouchers. Preparation of Division Performance Contract, Division Checkpoints and Division Performance Contract Ratings;

4. Recommending approval of Individual Performance Contracts and Performance Checkpoints;

5. Coordination, review and/or respond to COA AOMs/NEDA, WB, ADB, and other stakeholders’ concerns, audit findings and reports;

6. Coordination, approval and/or preparation of Financial Reportorial requirements of financiers (WB and ADB), oversight agencies (DOF, NEDA, COA etc.) regarding SP;

7. See to it that the DSWD operational guidelines regarding 7s, ISO Quality Management, Ease of Doing Business, Citizens Charter etc. are continuously being followed/implemented by the Division;

8. Attends GASSG and other meetings;

9. Preparation of Capacity Development Plan for SP Accounting Division and respond to HR related reports and concerns regarding Accounting SP personnel; and 

10. Other tasks as may be assigned by the Assistant Service Director and Director of FMS.

Job Outputs:

1. Approved/certified as to funding, completeness of documents and verified Disbursement Voucher, Purchase Orders and Contracts;

2. Division Performance Contract and Ratings;

3. Updating of ISO required documents such as Operations Manual, Process Flow, Risk Register and Treatment and SWOT. Signing of Quarterly Feedback Report;

4. Reportorial requirements of oversight agencies such as NEDA ODA Portfolio Reports, responses to COA AOM and Loan Availments requested by DOF.

5. Reportorial requirements of Financiers (World Bank and ADB) such as Loan Utilization Reports, Withdrawal Applications for Loans directly disbursed by DSWD, RMAP of ADB, updating of Aide Memoire, Peso and Dollar Equivalent Financial Reports and other reports as requested;

6. Liquidation of Technical Assistance funds of financiers;

7. Approval of Pantawid Pamilya liquidation reports and Bank fees verification against Liquidations;

8. Responses to Internal Audit, OBSUS, Field Offices, Clients and other stakeholders with concerns regarding Special Projects Accounting and Reporting; and

9. Approval of request for Change of Creditors and other concerns regarding funding from Grants Division.
