PREFERRED QUALIFICATIONS (COMPETENCY-BASED)
Education
:
Graduate of Communications-related course. Preferably with Master’s Degree or at least twenty-four (24) units in Communications or Management
Training
:
At least forty (40) hours of training in marketing, public relations, communication writing and other related areas
Experience
:
At least five (5) years' experience in managing a program, project, unit or played a key role in large/complex program/project involving social marketing or public relations or media advocacy etc.; has produced media materials released in one or more platforms.

JOB DESCRIPTION
Provides overall direction and leadership to the Social Marketing Division and ensures successful implementation of the annual communication and strategic communication plans of the National and the Regional Project Management Offices.
Functions and Responsibilities:
1.Sets the direction for the Social Marketing Division through:
-The formulation, implementation and development of the Division’s social marketing operational framework/strategic communication plan/annual communication (internal/external) plan (both Field Office and Central Office) and the corresponding work and financial plan
-The review and introduction of updates to the Strategic Communication Plan
-Regular budget performance review
-Development, implementation and monitoring of compliance to social marketing policies and guidelines
2.Oversees the implementation of the Division’s activities, including:
-Development and distribution of information, education and communication materials
-Preparation of talking points, speeches and messaging
-Preparation and distribution of press releases and briefing kits
-Production of videos
-Conduct of media interview
-Database of success stories
-Ensure presence of the program in social media (website and FB page, etc.)
-Conduct forums/events with relevant stakeholders and other related activities
-Social mobilization
-Office Management
3.Supervises/coaches personnel of the Division;
4.Coordinates and/or participates in the provision of technical assistance to Information Officers in the Field Offices to ensure alignment and implementation of the regional communication plan;
5.Develops metrics to measure results, outputs and outcomes of the Division.
6.Initiates and prepares project/activity proposals and Terms of Reference (TOR) for the conduct of:
-Communications research
-Advocacy planning and evaluation
-Events and forums, and other related activities
7.Coordinates with the Department Social Marketing Service with agency-wide issues and concerns; and
8.Represents the Division in the Pantawid Pamilya Program Management Committee.
