Operating System: Windows, Linux or Ubuntu Administration Network Management and Deployment Application Management and Deployment Database Technologies: MySQL, MSSQL/SQL Server, SQL, PostgreSQL, Oracle Programming Languages: Java, PHP, Javascript, Python IT Project Management, ICT Governance; Business Process Review and Analysis; Software Testing or Software Quality Assurance      

Experience

:

Four (4) years of relevant supervisory/management experience preferably in information technology system, database management and administration network management; data analysis and network design, ICT research, policy and standard development

JOB DESCRIPTION

Under the direction of the Director IV, the Information Technology Officer III (ITO III) is tasked with overseeing and organizing division activities, including systems analysis, development, and database management. The officer will lead the formulation of the division’s work plan, optimize database systems in both primary and backup date centers. Furthermore, the ITO III will conduct business requirements analysis, enhance security protocols, and manage database security, ensuring the submission of regular reports.

 

The ITO III will also supervise IT operations and personnel, while providing technical support to all units. The officer is expected to deliver timely and high-quality outputs, support the implementation of IT policies, and integrate best practices to promote continuous improvement. Additional responsibilities may be assigned as directed by the Director.

Functions and Responsibilities:

1. Oversees, plans, directs, and organizes division activities, including system analysis, development, and management of Listahanan and other administrative databases;

2. Leads and manages Listahanan data-sharing activities, ensuring the secure, efficient, and compliant exchange of data with authorized stakeholders in accordance with the established policies and regulations;

3. Leads the development of the division work plan, ensuring alignment with objectives;

4. Monitors, reviews and evaluates IT Division workflows, methods, and procedures, implementing improvements where necessary;

5. Establishes and enforces standards, policies, and procedures for the installation, configuration, administration, and maintenance of database systems across primary and backup data centers;

6. Conducts high-level analysis of business requirements to inform decision-making and solutions;

7. Reviews and enhances security protocols for data processing and IT management to ensure optimal protection.

8. Manages database security and submits regular reports to ensure system integrity;

9. Supervises IT operations and staff, including those in field offices, to ensure efficient service delivery;

10. Provides technical support to IT users at Central, Field Offices, and attached agencies, resolving issues promptly;

11. Ensures timely and high-quality deliverables from the IT Division, meeting deadlines and standards;

12. Supports the development and implementation of IT policies and protocols within the division;

13. Researches and applies best practices for IT operations to drive continuous improvement;

14. Performs other duties as assigned by the Director.
