JOB DESCRIPTION

Under immediate supervision of the Division Chief, the position assists the quality assurance unit in checking, monitoring and resolving data concerns of households. Endorses findings to concerned Divisions/FOs for validation. Provide technical assistance to all Regional Risk Management and Quality Assurance focal in conducting QA processes at their level. Analyze and provide inputs/recommendations to existing and proposed policies of Pantawid.

Functions and Responsibilities:

1. Conduct regular Quality Assurance (QA) on critical processes of the program.

2. Review and analyze effectiveness of existing and proposed policies to provide recommendations for improvement.

3. Evaluate program procedures and processes to avert any occurrence that may defeat attainment of program objective.

4. Investigate the cause/s of audit findings and recommend possible solutions thereto. 

5. Communicate audit findings to concerned divisions and coordinate implementation of audit recommendations.

6. Prepare and file incident reports for observed errors or non-compliance with quality requirements.

7. Conduct spot-checks/field visits to Regional Offices to determine effectiveness of policies, gather data which may be used ad policy basis, and to know the cause/s of program implementation gaps.

8.Help monitor the Program’s Risk Management Strategy and submit periodic reports.

9. Conduct technical assistance to Regional Offices related to critical processes, new policies and new developments of the program.

10. Suggests systems/policy enhancements based on QA results.

Job Outputs:

1. Conduct periodical Quality Assurance (QA) reports on the following:

NAPA/PAYROLL Encoded Updates; Retro Payment; Households for Initial Payment (Code 21)

2. QA reports on other activities of the program (e.g. affected by the typhoon, emergency response, etc.)

3. Recommendations to draft policies

4. Provide a complete report containing the main factual issues and occurrences with appropriate recommendation/s to be adopted in resolving the subject matter

5. Provide technical assistance related to quality assurance activities of the division and expressed needs of the clients.

9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
10. Performance Rating in the last rating period or its equivalent, as may be applicable.

(i) For those applicants from the public sector vying for promotion, a performance rating is required.
