Education

Graduate of Social or Behavioral Science Course (social work, human ecology, family life and child development, psychology, etc.)
At least twenty four (24) units in social/behavioral course or Management, an advantage
Training
:
At least sixteen (16) hours of training in human relations, human behavior, family life development, child and youth development, and other relevant areas
Experience
:
At least three (3) years’ experience in learning materials development, capacity/capability building, and managing a team, or played a key role in large/complex program/project involving organizational and human resource development, has working knowledge on government bureaucratic systems, etc

Job Summary:
Provides senior technical support and supervision to the Family Development Division and ensures the formulation of operational plans and budget to carry out all the division’s deliverables related to annual monitoring & evaluation, technical assistance and support for the capability building of FDS implementers, module and other learning materials development, and policy formulation and enhancement, and other related activities.
The PDO IV shall be in charge of the Learning Material Development and Capability Building Unit and/or the Policy Formulation, Monitoring and Technical Assistance Unit.
Statement of Duties and Responsibilities:
1.Provides senior technical support to the Unit through:
-Leading in the formulation and consolidation of FDD activity proposals
-Overseeing the translation of FDD direction into operational work and financial plan
-Providing inputs and guidance on the deliverables of the technical staff;
2.Leads the development and implementation of plans in the following areas:
-New and enhanced manuals, modules and other learning materials for the Family and Youth Development Sessions of 4Ps;
-New and alternative capacity building strategies and other learning modalities on FDS and YDS implementation;
-Formulation and enhancement of policies and guidelines specific to the implementation of FDS and YDS, including its alternative learning modalities, and monitoring;
-Formation and deployment of FDD staff as regional monitors to provide technical assistance to the field implementer;
-Crafting/generation of reports and other system-related data on the FDS and YDS implementation, as applicable based on existing and operational management information and learning management systems;
3.Provides technical assistance to FDD technical staff, regional staff based on assignment, and other stakeholders to ensure implementation of the FDS and YDS plan at the different levels;
4.Develops metrics to measure results, outputs and outcomes of the unit;
5.Support in leading the preparation of DSPMS requirements of the division;
6.Provide updates on technical assistance projects with development partners;
7.Maintains a healthy and cordial working relationship with partner organizations and other stakeholders along FDS and YDS implementation concerns;
8.Prepares monthly accomplishment report for submission and approval by the Division Chief; and
9.Acts as Officer-in-Charge in the absence of the Division Chief.

1.Learning materials such as manuals, modules, and/or session guides;

4.Guidelines and/or guidance notes;
5.Concept notes;
6.Monitoring and technical assistance reports and updates;
7.Technical assistance plan and travel reports in the form of field notes prepared for every travel undertaken;
8.Feedback report and other related documents for all activities attended such as meetings, conferences and the like.
