Education
:
Bachelor’s degree in International Studies, Development Communication, Public Administration, Economics, Statistics, Development Studies, Political Science, Sociology or Social Work–or other related and allied courses with emphasis on social development issues, international affairs, program management, project development, monitoring and evaluation, and research or a related field
Training
:
At least forty-eight (48) hours of accumulated training related to social protection or social development areas, international cooperation, international policies, planning, project management, data analysis and utilization, monitoring evaluation, research and technical writing
Experience
:
At least four (4) years of accumulated professional experience in management of mid-large size datasets; evaluation and analysis of data and available statistical materials; social development, planning, project management, research and evaluation, and international cooperation. Experience on handling social development and sectoral concerns (i.e. women, children, IPs, PWDs, elderly, etc.) and supervisory experience is an advantage
Job Summary:
Under the general supervision of the Division Chief, provides support in performing functions in the monitoring and evaluation of DSWD programs, projects and services; provides necessary technical assistance to other OBSUs, Field Offices and external stakeholders along monitoring and evaluation; provides comments and inputs to various draft bills, guidelines, and international resolutions and documents, and performs other related tasks assigned by supervisor from time to time.
Statement of Duties and Responsibilities:
1.Develops activity proposals and corresponding terms of reference for projects and activities of the Division;
2.Develops Project/Activity Implementation Dashboard;
3.Develops, conducts, supervises, and/or manages monitoring and evaluation activities for the 4Ps, SLP, KALAHI and other DSWD programs, project and services;
4.Develops evaluation design and execution plan for Monitoring and Evaluation Projects;
5.Develops mechanisms for standard monitoring and evaluation systems for the 4Ps, SLP, KALAHI and other DSWD programs, project and services;
6.Spearheads the review and/or development of program logical framework, M&E plan, data collection tools for the 4Ps and other DSWD programs, project and services;
7.Spearheads the monitoring and evaluation of overall progress on achievement of results of DSWD programs, projects and services;
8.Conducts capacity assessment on existing monitoring and evaluation systems;
9.Formulates action and recommends policies based on evidence-based issues and challenges in the implementation of DSWD programs, projects and services;
10.Reviews program results framework and indicators to ensure achievement of outputs and outcomes based on the DSWD Strategic Plan;
11.Implement Program Review and Evaluation Workshop (PREW) guidelines for the Department and spearhead the conduct of PREW at the Bureau level;
12.Communicate results of monitoring and evaluation activities of the Department and ensure follow through on compliance to recommendations and policy actions;
13.Draft evidence-based position papers on various draft bills, resolutions, international documents, and internal policies or guidelines along Social Protection and SWD Sectors;
14.Cascades and monitors the implementation of policy, plans and performance of the organizations;
15.Monitors and evaluates the DSWD Strategic Performance Management System;
16.Provides technical assistance to CO-OBS and FOs along Monitoring and Evaluation;
17.Develops, updates and implements data governance framework;
18.Develops SWD database and other information systems in coordination with ICTMS;
19.Attend to internal and external meetings, training/workshop/conference as assigned and authorized;
20.Provides technical secretariat support to boards and committees as may be assigned and authorized;
21.Coordinates and supervise the Division’s activities, plan formulation, plan implementation, monitoring, reporting and evaluation for the effective delivery of outputs;
22.Inputs on the position papers on various draft bills, resolutions, international documents, and internal policies or guidelines along Social Protection and SWD Sectors based on the results of evaluation studies;
23.Assists the Division Chief in supervising technical staff; and
24.Performs other related tasks as may be assigned and authorized.
