PREFERRED QUALIFICATIONS (COMPETENCY-BASED)


Education

:

Graduate of Bachelor’s Degree in Statistics, Economics, Demography and other related four (4) year courses

Training

:

Completed at least eight (8) training hours on statistical software, data mining and analysis

Experience

:

At least two (2) years experience on the basic statistical method; use of statistical software such as SPSS, Stata and other tools in data mining or analysis; coordination with stakeholders, development partners and institutions on the data shared; preparation of statistical and technical report

JOB DESCRIPTION

The Statistician III shall perform the following:

1.Facilitate statistical data requests from various government agencies, private sectors, academe and etc., 

2.Generate data from the Listahanan database as instructed, 

3.Prepare statistical, technical, and other pertinent reports related to the Listahanan project; and

4.Perform other related works as instructed by the Operations Division Chief and/or Directors


Functions and Responsibilities:

1.Facilitate statistical data requests from stakeholders/ data users;

2.Provide technical support on the development of the Proxy Means Test (PMT) model for the Listahanan project: (a) Facilitate and organize the conduct of National Technical Advisory Group (NTAG) consultative meetings and (b) Participate/ facilitate the conduct of Pilot Test Activity for Listahanan Household Assessment Form (HAF);

3.Prepare weekly updated reports on the status of household assessment during Data Collection and Analysis and Validation and Finalization Phase;

4.Application of PMT Model to the Listahanan database to generate the Initial and Final List of Poor Households;

5.Data generation for Listahanan National Profile of the Poor and List of Data Sets;

6.Preparation of HPMES or NHTO accomplishment reports on and submit to PDPB quarterly, semestral, and annually; and

7.Draft memorandum/correspondences as assigned by the Operations Division Chief and/or Directors.


Job Outputs:


1.Data requests facilitated and endorsed to data users

2.Weekly updated report to the Secretary on the status of Data Collection and Analysis and Validation and Finalization Phase

3.Submitted HPMES Forms and NHTO Accomplishment Reports to PDPB on a quarterly, semestral and annual basis

4.Documentation and other reports related to the development of the Listahanan Proxy Means Test (PMT) model

5.Memorandum/ correspondences drafted and submitted to the Operations Division Chief and/or Directors

Initial Shortlisting:

Obtain 75% or 45 points of the maximum total score derived from the Education, Training and Experience (ETE)

Top five (5) or less highest rating but rating should not be less than 65 points of the total ETE, performance rating and written examination results

Final Shortlisting:

Top five (5) or less highest rating but overall rating should not be less than 75%

11. Individual Performance Contract Rating (IPCR) in the last rating period or its equivalent for external applicants (Performance Evaluation/Appraisal) from the previous/current employer.
