Working conditions are in an office environment. Exercises direct supervision over assigned staff. Work Location 100 W Houston Street San Antonio, TX 78205 Work Schedule Monday - Friday 7:45 AM - 4:30 PM Essential Job Functions + Oversees and coordinates all activities and functions for areas of responsibility to include general ledger, financial reporting, fixed assets, capital projects, self-insurance, and federal and state grants. + Establishes, maintains and drives continuous improvement of internal accounting and administrative controls for the safeguarding of the City's assets. + Establishes and ensures compliance with the City's financial policies and procedures. + Directs the timely and effective month-end and year-end closing processes of financial information resulting with the highest level of quality and reliability. + Coordinates and develops quarterly and annual financial reports, to include the City's Annual Comprehensive Financial Report and Single Audit Report in compliance with governmental accounting, auditing and financial reporting standards as well as federal and state grantor requirements. + Coordinates and develops monthly financial reporting, monthly and quarterly regulatory filings and reporting, and other required management reports. + Coordinates audits, to include the annual audit, and develops and schedules outside auditor activities. + Acts as a resource to and liaison between City Departments within COSA as well as external contacts. + Provides technical guidance and direction. + Coordinates the completion of accounting projects as directed by the Chief Financial Officer, Deputy Chief Financial Officer/Director or designee. + Coordinates the duties and responsibilities of Section Managers to ensure distribution of workload. + Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines, including conversations and listening or communicating by various other means. + Works closely with the Fiscal Operations Administrator to define Standard Operating Procedures, Service Level Agreements, and process improvement initiatives. + Assists in the preparation of the department's operating budget, using office equipment. + Performs related duties and fulfills responsibilities as required. Job Requirements + Bachelor's Degree from an accredited college or university + Certification as a Certified Public Accountant (CPA) or obtain certification within two (2) years of hire. + Seven (7) years of increasingly responsible accounting experience with Financial Statement preparation, including three (3) years of supervisory responsibility over professional accounting staff OR + Bachelor's Degree from an accredited college or university + Certified Government Finance Officer (CGFO) or obtain certification within three (3) years of hire. + Seven (7) years of increasingly responsible accounting experience with Financial Statement preparation, including three (3) years of supervisory responsibility over professional accounting staff OR + Master's Degree with a focus in Accounting + Eight (8) years of increasingly responsible accounting experience with Financial Statement preparation, including four (4) years of supervisory responsibility over professional accounting staff Applicant Information + Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. Knowledge, Skills, and Abilities + Knowledge of governmental accounting, auditing, and financial reporting. + Knowledge of Generally Accepted Accounting Principles. + Knowledge of government/fund accounting. + Knowledge of management procedures and techniques. + Knowledge of financial budget procedures. + Knowledge of Uniform Guidance for Federal Awards - 2 CFR Part 200 + Skill to prepare the Annual Comprehensive Financial Report and Single Audit Report. + Skill in utilizing a personal computer and associated software programs. + Ability to meet aggressive deadlines and manage multiple priorities. + Ability to communicate clearly and effectively. + Ability to prepare clear and concise reports. + Ability to direct and manage staff of accounting professionals and administrative staff. + Ability to perform all the physical with or without accommodations, intellectual, and analytical requirements of the position including decision making. + Ability to perform all the essential functions of the position, with or without accommodations. + Ability to work primarily in an office environment.
