The Controller, under the general supervision of the Chief Financial Officer (CFO), will provide strategic financial oversight and operational leadership for Horizon Services. This role is responsible for managing all accounting functions, ensuring compliance with Generally Accepted Accounting Principles (GAAP), federal and state regulations, and optimizing financial procedures to support program operations effectively. The Controller will lead a team of five finance professionals, fostering collaboration and professional growth. Additionally, this position will play a critical role in financial reporting, cash flow management, and process improvement initiatives to ensure the organization’s fiscal health and sustainability. How can you make a difference in people’s lives? We are seeking a Controller to join the Finance Department. The ideal candidate will have a passion for serving diverse communities, excellent communication skills, and the ability to deliver culturally competent services. Accountabilities: + Internal Controls: Maintain internal control and safeguards for receipt of revenue, costs, and program budgets and actual expenditures.  + Compliance and Contracts management + Talent Management: Directs, develops and oversees a team of 5+ staff members. Promote teamwork and cross training. + Support the CFO in developing and implementing financial policies and procedures to enhance efficiency and effectiveness. Responsibilities: + Monitor financial transactions and reporting to ensure accuracy, completeness, and timeliness. + Oversee the accuracy and timely submission of required local, state, and federal tax filings, including 990, 5500, 1099, W-2s, business tax, and property tax. + Oversee day-to-day finance operations, including accounts payable, accounts receivable, payroll, and general ledger functions. + Manage cash flow to ensure adequate liquidity for organizational needs and inform the CFO of necessary fund transfers. + Review and approve reconciliations, journal entries, and financial reports to maintain financial accuracy and compliance. + Oversee the preparation of annual cost reports and ensure contract compliance for funding agreements. + Coordinate internal financial and inventory audits at programs + Set up and facilitate monthly meetings with program managers to review budget vs actual reports, providing guidance on cost management and financial performance + Serve as the lead point of contact for external audits, including financial statements, tax audits, workers’ compensation, and retirement plan audits. + Ensure the organization is audit-ready at all times by maintaining accurate documentation and financial records. + Direct, mentor, and develop a team of five finance staff, promoting collaboration, accountability, and professional growth. + Promote cross-training within the finance department to build a resilient and adaptable team. + Analyze financial processes and recommend efficiency improvements to streamline workflow and enhance financial operations. + Partner with the CFO in financial planning, budgeting, and forecasting to align financial strategies with organizational goals. + Provide insights and recommendations for cost-saving initiatives, and operational efficiencies. Qualifications: + Bachelor’s degree in Finance or Accounting, or equivalent experience. + 5+ years previous financial management experience, at least three years in a supervisory role. + Strong analytical thinking, independent judgment, and teamwork across functions. + Must show a demonstrated knowledge of computers; including but not limited to, accounting software, internet navigation, advanced excel, Payroll systems, etc.  + Ability to write clear narrative reports and analysis. + Experience managing a team of 3 + + Fingerprinting/Drug testing required at time of hire Compensation and Benefits We are proud to offer a comprehensive benefits package to all full-time and part-time employees over 20 hours per week. + 100% of medical, dental, Life and LTD for the employee and 50% for any dependents medical and dental coverage.  + PTO and Holiday pay. + Retirement benefits after 6 months of service. + Training and CEU opportunities.
