**The Program**
The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s (GoTL) Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the GoTL to deliver higher quality and inclusive services in primary health, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
**The Opportunity**
The **Coordinator – Education MEL** will be working closely with Education Senior MEL Officer and ensure that the education sector team regularly and effectively reports on the sector Monitoring, Evaluation and Learning Framework (MELF) and Annual Work Plan (AWP) with a focus on supporting qualitative data collection and analysis.
The Coordinator - MEL is responsible for supporting PHD’s qualitative data analysis for the Education sector and provision of support to the overall implementation of PHD MEL system. This role is required to work supporting Education sector Senior MEL Officer and PHD MEL Manager to ensure good quality and accurate qualitative information from the Education sector and to do the analysis and interpretation that reflects the context. The Education MEL Coordinator will split their time between PHD MEL team and PHD Education team: 2 & 3 days respectively.
Specific tasks and responsibilities include the following:
+ Interpret and summaries qualitative data for the PHD education sector in the Digital MEL (D-MEL) system.
+ Review PHD partner reports and evaluation reports to identify key information/ highlights of outcomes that align to the education sector Theory of Change (TOC) outcomes and education Annual Work Plan (AWP) milestones.
+ Ensure that Education sector team members and lead reporters submit their milestone- and Gender, Disability and Social Inclusion (GEDSI) focused information using the relevant qualitative tools.
+ Working with Disability Inclusive Education Coordinator and Gender Adviser to report on relevant education GEDSI mainstreaming and key crosscutting priority information.
+ Work with Education Sector team to support Education Grant Partners in reporting on relevant milestones detailed in the education AWP and Monitoring, Evaluation and Learning Framework (MELF).
+ Support regular monitoring visits and present the results to sector management team as required.
+ Facilitate and support MEL related capacity strengthening activities.
+ Support and coordinate PHD external and internal Evaluations/ Reviews.
+ Conduct any other PHD MEL related tasks required by the Education Senior MEL Officer and MEL Manager.
**About You**
+ A post-graduate degree with a significant research component in a related area – e.g: social sciences, evaluation, data analysis
+ Proven experience implementing and coordinating demands for MEL in international development programs
+ Demonstrated ability to coordinate, facilitate, and collate data across teams
+ Demonstrated ability to train and mentor others in MEL practices
+ Demonstrated experience using Excel and other software for quantitative and qualitative data analysis. The ability to produce appropriate data visualisation (tables and graphs) an advantage
+ Knowledge and experience in using data management systems
+ Highly effective communication skills in both Tetun and English
