Reporting to the Project Director, the Project Commercial Manager is responsible for leading Baffinland’s Project Contract & Procurement functions, including full-cycle procurement and contracts management for Baffinland’s Steensby development, from drafting Requests for Proposals (RFPs) to negotiating, awarding, and administering major procurement packages, construction contracts and logistics service agreements and management of commercial activities through the EPCM. The Project Commercial Manager is also responsible for ensuring all Project procurement activities are carried out in compliance with Baffinland’s stakeholder expectations and HSE (health, safety, and environmental) commitments, including the Mary River Inuit Impact and Benefits Agreement.
**Main Accountabilities**
+ Manages full-cycle of major construction contracts, including but not limited to significant EPC/design-build packages such as civil works, infrastructure installation, MEIP, marine works, and accommodations and camp services.
+ Manages full-cycle major procurement packages such as locomotives, rail cars, and other rolling stock, bulk materials handling equipment, construction equipment, fuel, and other raw materials and consumables.
+ In collaboration with the EPCM & Project Logistics, develops, negotiates, and awards Requests for Proposals for project logistics services, including all marine charter parties and aviation services.
+ Develops all procurement and contracting strategies for the Steensby Project to ensure strategies align with and support overall Project delivery objectives. Liaise with other Baffinland departments, including EPCM, Operations, Legal, Finance, and Sustainable Development to ensure inter-departmental interfaces are identified and managed throughout the procurement and contracting process.
+ Negotiates contracts, purchase orders, and service agreements to achieve cost savings and advantageous terms and conditions for the project.
+ Monitors vendor/contractor performance, and enforces warranties and other contractual clauses as necessary to ensure on-time, on-budget delivery of quality goods and services.
+ Supervises third-party engineering, procurement, and contracts management service providers to ensure on-time, on-budget performance. Train third-party service providers regarding the use of Baffinland systems and compliance with Baffinland’s policies and procedures.
+ Supervises and mentors a team of up to ten Project Buyers and Contract Administrators to draft, issue, and administer purchase orders and service agreements for routine project requirements.
+ In collaboration with the project’s insurance broker, implements a comprehensive insurance program for the project, and process insurance claims as necessary.
+ Implements necessary systems, processes, and controls to ensure all procurement activities are carried out in accordance with Baffinland’s policies and procedures, including compliance with the Mary River Inuit Impact and Benefit Agreement.
+ Assesses market conditions and implements proactive actions to minimize risks for the project.
+ Establishes key performance indicators (KPIs) and other performance measurement metrics for contractors to enable regular reporting and progress monitoring. Provides such reports to Baffinland management and end-user departments on a regular basis; flags deviations or instances of non-compliance and implements corrective action, including enforcing contractual provisions where necessary.
+ Supports the management of the department budget by reviewing and approving vendor/contractor invoices for payment and with cost forecasting and analysis.
+ Coordinate, maintain and report on the project risk register

**Main Qualifications**
+ Bachelor’s degree in Engineering, Commerce, Business Administration, or Supply Chain Management
+ Master’s degree in Engineering, Commerce, Business Administration, or Supply Chain Management is an asset
+ Professional Engineer (P. Eng.)
+ Supply Chain Management Professional (SCMP)
+ Minimum ten (10) years of experience in procurement and contracts management, including contract formation, contract administration, and claims management/dispute resolution.
+ Experience with significant projects over $1B, preferably projects based in a remote location with Arctic conditions.
+ Proficiency in Microsoft Office Suite (Word, Excel, Powerpoint, Outlook)
+ Proficiency with ERP systems, preferably SAP
+ Leadership skills
+ Good communication and interpersonal skills
+ Ability to travel to the project site in Nunavut
