JOB DESCRIPTION
Assist Administrative Officer V in the preparation and consolidation of financial reports and recording of transactions in the E-NGAs.
Functions and Responsibilities:
1. Prepares Journal Entry Vouchers (JEVs).
2. Review of monthly trial balances for abnormal accounts before submission
every 10th of the month
3. Review of monthly Bank Reconciliations for fund Clusters 1 and 2
4. Preparation of Quarterly of Financial Statements.
5. Preparation of Year-end World Bank and ADB Financial Statements.
6. Response to Consolidated Annual Audit Report (CAAR) and Internal Audit reports.
7. Review of Consolidated Financial Reports from Field Offices
8. Review and/or preparation of Financial Accountability Reports such as follows:
FAR 4 - Monthly Report of Disbursement
FAR 1 - Quarterly Statement of Appropriations, Allotments, Obligations, Disbursements and Balances (Per Total)
FAR A 1 Quarterly Summary of Appropriations, Allotments, Obligations, Disbursements and Balances by Object of Expenditure
FAR 5 – Quarterly Report of Revenue and Other Receipts.
Report of Disbursement per P/P/A vs. NCA/NTA Received and Obligations Incurred

9. Review of budget hearing documents such as follows:
Interest income earned portfolio
Grants and loans portfolio
Aging due from GOCCs-Land bank of the Philippines
Other payables
Details of refund to Bureau of Treasury
10. Attend meetings and preparation of memoranda, and letters to oversight agencies,
financiers, and other stakeholders.
11. Other tasks delegated by the Chief Administrative Officer, Assistant Service Director and the Director of FMS.
Job Outputs:
1. Journal entry vouchers in the E-NGAs;
2. Reviewed and approved monthly trial balances;
3. Reviewed and signed monthly bank reconciliations;
4. Quarterly financial statements;
5. Year-end financial reports of Pantawid Pamilya for World Bank and Asia
Development Bank;
6. Response to CAAR, Internal Audit, and financiers audit reports;
7. Reviewed and signed monthly consolidated regional financial reports;
8. Reviewed and signed Financial Accountability Reports (FAR 4, 1, 1A, 5 and Report
of Disbursement per PPA vs. NCA/NTA Received and Obligations Incurred – Monthly);
9. Reviewed budget hearing documents;
10. Responses to meetings, memoranda, letters and other reports required by the management.

7. Copy of Special Order or Certification indicating the supervisory/management experience/functions signed by the HRMO or any authorized representative (for Division Chief positions only/if applicable);
8. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI/Police clearance;
9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
10. Performance Rating in the last rating period or its equivalent, as may be applicable.
Note:
(i) For those applicants from the public sector vying for promotion, a performance rating is required.
(ii) For internal (including COS workers) and external applicants from the public sector: Latest and duly approved Individual Performance Commitment and Review Form (IPCRF).
