Preferably four (4) hours of training in any of the following: training management (i.e. learning needs assessment, instructional designing, facilitation/management of learning and documentation), learning measurements

One (1) year experience in any of the following: learning management development (i.e. conduct of learning needs assessment, development of instructional design, facilitation/management, and documentation of learning and development programs/ interventions, implementation of other learning and development interventions)

JOB DESCRIPTION

Under general supervision and with some latitude for the exercise of independent judgment, serves as L&D specialist, engaged in moderately responsible work pertaining to development, designing, implementation, monitoring and evaluation, and continuous enhancement of learning and development programs/interventions and policies for DSWD employees; requiring training and moderate experience and very broad knowledge on learning needs assessment, learning and development interventions, and learning evaluation.

Functions and Responsibilities:

A. On E-courses and Self-Paced courses

1. Act as focal for E-courses/Self-paced courses

a. Coordinates with module content writers in developing E-courses/Self-paced courses materials

b. Migrates module content to the Learning Management System

c. Moderates the E-courses/Self-paced courses on Technical Competencies

d. Provides quarterly updates on the usage of the E-courses/Self-paced courses on Technical Competencies

e. Updates E-courses/Self-paced courses content as needed or requested by module writers

B. On Learning and Development Intervention Management:

1. Provides inputs and comments on learning and development-related documents (i.e. policies, needs assessment reports, activity proposals, activity plans, modules and manuals, documentation, and summative reports)

2. Provides support in learning and development activity management and implementation:

a. Facilitates learning and development interventions (LDIs) for technical and administrative staff

b. Develops slide decks and other learning aids and tools

c. Coordinates with Offices/Bureaus/Services for resource persons, documents, and other needed arrangements for the LDIs

d. Prepares memoranda and other correspondence relative to the conduct of LDIs or activities

e. Documents and packages LDI proceedings into a report

3. Assists in monitoring and evaluation of LDIs:

a. Monitors participants' submission of post-activity requirements

b. Prepares correspondence for the collection of Level III M&E tools (i.e. Supervisor's Feedback Questionnaire)

c. Consolidates data gathered from Level III M&E tools

C. On Specialized Trainings

1. Acts as Alternate Focal Person for the implementation of the External Local Specialized Training Program:

a. Prepares invitations regarding Specialist Training Programs requiring official nomination of the Department

b. Evaluates and facilitates processing of applications for conventions, seminars, conferences, symposia, and other similar gatherings

c. Prepares Special Order and corresponding payment for training fees, if applicable

d. Coordinates with nominee and organizer on the details of the training

e. Monitors submission of post-training requirements of all employees who availed Specialized Training (official receipts, certificate of participation and feedback report)

f. Updates specialized training database

D. General

a. Provides technical and consultative services to OBS/FO on L&D activities

b. Prepares feedback report, updates, minutes of the meeting, memoranda and other office communications or special reports, as assigned by DC/Director

c. Attends meeting, conferences and other activities on behalf of the Division Chief and/or the Director as delegated

d. Depending on their expertise, acts as resource person on L&D interventions/topics to share knowledge and facilitate the development of competencies of the participants, as requested

e. Performs other tasks as may be required by the Section Head/Chief and/or the Director
