Training

Preferably four (4) hours of training in any of the following: training management (i.e. learning needs assessment, instructional designing, facilitation/management of learning and documentation), Learning Measurement and Evaluation (LM&E)

Experience

:

One (1) year experience in learning development and management (i.e. conducting learning needs assessment, designing of learning intervention, conducting learning intervention, and conducting learning measurements and evaluation)

JOB DESCRIPTION

Under general supervision, independently conducts moderately complex L&D work, including needs assessments, LDI design, implementation, evaluation, and continuous improvement. Requires training and experience in learning measurement strategies and technologies.

Functions and Responsibilities:

A. On Learning Measurement and Evaluation:

1. Develops Learning Needs Assessment (LNA) tools and assists in their administration.

2. Consolidates and processes data as input for LNA reports.

3. Proposes improvements and standards for LM&E tools and mechanisms.

4. Consolidates and processes data for LM&E plans and reports.

5. Provides input to HPMES accomplishment reports and other progress reports as required.

6. Assist in maintaining databases and other monitoring tools.

7. Provides technical assistance to stakeholders in administering LM&E tools, processes, and mechanisms.

B. On Learning Management:

1. Provides inputs and comments on learning and development-related documents (e.g., policies, needs assessment reports, training proposals, activity plans, modules, manuals, documentation, and summative reports).

2. Supports the management and implementation of Learning and Development Interventions (LDIs), including:

a. Facilitating activities or, based on expertise, serving as a resource person to share knowledge and enhance participant competencies, as requested.

b. Developing slide decks and other learning aids and tools.

c. Acting as technical support during the conduct of activities.

d. Coordinating with Offices/Bureaus/Services (OBS) to arrange resource persons, documents, and other necessary logistics for the activity.

e. Preparing memoranda and other correspondence related to the activities.

f. Documenting and packaging activity proceedings into comprehensive reports.

 

C. General

1. Provides inputs and comments on policies, guidelines, procedures, frameworks, processes, content maps, project proposals, and other unit-related documents.

2. Delivers technical and consultative services to Offices, Bureaus, Services, and Field Offices on Learning Measurement and Evaluation (LM&E).

3. Prepares feedback reports, updates, meeting minutes, memoranda, and other office communications or special reports, as assigned by the supervisor, Division Chief (DC), or Director.

4. Attends meetings, conferences, and other activities on behalf of the Division Chief and/or the Director as delegated; and

5. Performs other tasks as required by the Unit Head, Section Head/Chief, or Director.
