JOB DESCRIPTION

The Administrative Officer IV reviews the Work and Financial Plan, Monthly Disbursement Program (MDP) endorsed by NPMO and other financial budget documents related to the Pag-abot Programs.

Functions and Responsibilities:

1. Review and process each Obligation Request Status (ORS) representing financial claims/subsidies services whether the activities are eligible against Program funds per fund source and within approved WFP taking into consideration accounting rules and regulations, DBM, COA Circulars, and covenants/resolutions. Ensure all supporting documents are complete, valid, and correct under KKB (Pagabot Programs);

2. Review and evaluate the submitted Work and Financial Plan (WFP), Monthly Disbursement Program (MDP) and other related documents endorsed by NPMO;

3. Processing and Review of Activity proposals of NPMO in accordance with WFP, vis a vis cost parameters and DSWD, COA and DBM guidelines for Processing and Review of Request for Creation/Recommendation and authority to fill-up of the positions as subject for Certificate of Availability of Fund (CAF) and authority to fill-up overtime pay as requested by the NPMO;

4. Review and Evaluate Project Procurement Management Plan (PPMP) submitted by the NPMO;

5. Prepare, Review and Processing of the issuance of Sub-Allotment Release Order (Sub-ARO) and withdrawal request as requested by the NPMO;

6. Review and processing of the Modification/Reallocation request of the various Regional Offices;

7. Encoding, review and submission of the Central Office Statement of Allotment Obligation Balance every 1st day of the following month for the consolidation to the budget section;

8. Act as a fund controller of the KKB-Pag abot funds;

9. Provide technical assistance to concerned focals at the National and Regional Levels; and

10. Perform other functions that may be directed by the OIC, Chief Administrative Officer for Special Projects, and Assistant Service Director.
