JOB DESCRIPTION
The Administrative Officer V shall serve as Budget Officer III of the Disaster Operations Support Division (DOSD) who shall implement budgeting and financial record keeping procedures to ensure efficient coordination and monitoring of the Bureau’s funds.
Functions and Responsibilities:
1. Serve as Budget Officer of the Bureau;
2. Prepare, review, analyze financial plan/budget estimates of difference programs/ projects/activities of the Bureau;
3. Prepare reports relative to the fund utilization of different typhoons;
4. Coordinates with other divisions relative to budgetary matters;
5. Requests for obligation of allotments;
6. Monitor the release of funds;
7. Prepare and consolidate work and financial plan and other required reports by management and DBM;
8. Provides technical assistance and monitors budget utilizations of DRRM programs/services of the Bureau;
9. Prepare and monitor submission of monthly disbursement program of DRRM programs for onwards submission to FMS or DBM;
10. Coordinate with Financial Management Service (FMS) regarding the cash donations received for various typhoons, SAROs and balances of funds of the Bureau;
11. Prepare Midterm Expenditure Plan of the Bureau;
12. Update the Unit Head of the Status of Funds and releases for the onwards submission to the Bureau Director;
13. Provide technical assistance to the Field Offices relative to the financial releases, utilization, obligations, balances and realignment of cash donations and regular funds downloaded to the Field Offices;
14. Prepare memorandum/letters/reports relative to the request for fund utilization, obligations, releases and balances;
15. Prepare Annual Budget Proposal of the Bureau;
16. Prepare Financial Accomplishment report consistent to the report of the FMS with the physical accomplishment as required by the EXECOM, Bureau Director, DBM, NDRRMC, Office of the President, Congress and Senate for Budget Hearing;
17. Attend Budget Hearing;
18. Attend inter-agency OBSUs Meetings

9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
10. Performance Rating in the last rating period or its equivalent, as may be applicable.
