JOB DESCRIPTION
Provide technical assistance and support towards ensuring that project funds are (a) planned and monitored for implementation of the approved sub-projects and (b) utilized for the purpose, and in accordance with rules and procedures prescribed in the PMU finance manuals as well as government budgeting, accounting and auditing laws, rules and regulations. He/She provides support to the Finance and Management Service and NPMO’s Budget Officer in the preparation and processing of budget documents of the project in ensuring the propriety, accuracy, completeness, and legality as well as the timely release of funds allotted to the Field Offices (FOs). He/She shall work and provide support to the project accountant and DSWD FMS to ensure the timely flow of funds from the World Bank and DBM to the agency relative to the implementation of the project. Likewise, he/she shall provide support to the project accountant and DSWD FMS to ensure that a financial monitoring and reporting system shall be established for the World Bank and financial reports will be submitted on set deadlines.
Functions and Responsibilities:
1. Together with the Budget Officer, facilitate the preparation of the annual Work and Financial Plan for the annual budgetary requirement of the project with consideration of the National Expenditure Program (NEP), General Appropriation Act (GAA), Forward Obligation Authority (FOA), covenant, and other issuances.
2. Study and assist in the establishment of the cost parameters applicable for the operating cost of the project, if necessary.
3. Together with the Budget Officer, facilitate the approval of the National and Regional Program Work and Financial Plans for incorporation into the Agency's Budget.
4. Together with the Budget Officer, prepare a budget proposal of the project to DBM based on the inputs of the management.
5. Together with the Budget Officer, prepare budgetary documents such as cue cards and other data relative to budget hearings at various levels.
6. Assist the Budget Officer in preparing a request letter and supporting documents to the Department of Budget and Management (DBM) for the request for a Special Allotment Release Order (SARO) and for the issuance of a Notice of Cash Allocation (NCA).
7. Assist the Budget Officer in facilitating the request for issuance of Sub-Allotment Release Order (Sub-ARO) and Notice of Transfer Allocation (NTA).
8. Monitor status of obligation and disbursements vs. approved WFP and MOP/MDP.
9. Compares actual obligations and disbursements to the plan, identifies regions with slow utilization of allotment and updates the management for intervention and action.
10. Recommend to regions regarding charging of funds to maximize the usage of Sub-ARO with consideration of accounting rules and regulations.
11. Act on Field Office requests of reallocation, withdrawal, modification, etc. if within the approved WFP and in accordance with DSWD guidelines and endorse for processing.
12. Review budget proposals of NPMO and the Field Offices, if within the approved work and financial plans and covenants with consideration of circulars and issued DSWD memorandums, likewise, recommends for the approval of availability of funds.
13. Maintain an online project finance tracker to monitor real-time updates on the program finance-related documents.
14. Render technical assistance to NPMO and RPMO in as far as financial management, accounting, auditing and budgeting is concerned.
15. Prepares withdrawal application requests to the World Bank for fund release based on the Cash Forecast for six months.
16. Assist and/or prepare Interim Financial Reports
17. Assist and provide inputs to the NPMO in responding Audit Observation Memoranda, if any
18. Ensure that financial reports will be submitted by the Field Offices on time and are being reviewed to determine accuracy, correctness, consistency and completeness.
19. Provide regular or on demand project financial status to the NPMO, development partners and other stakeholders.
20. Report to the office beyond the approved work arrangements that may be instructed by the supervisors and deemed necessary in the exercise of duties and responsibilities.
21. Together with the FA IV (Budget Officer), facilitate the Liquidation documents of all Field Offices.
22. Perform other duties that may be assigned by the Supervisor/Manager.
