JOB DESCRIPTION

The Project Development Officer (PDO) IV (Team Lead) primarily supervises the Staff on duty of the DSWD Disaster Response Command Center (DRCC). As the Technical Supervisor of the DRCC, the PDO IV is responsible for ensuring the DRCC compliance with its mandated functions and responsibilities in disaster response particularly in disaster monitoring, coordination, collaboration along with reporting and communication development, management to all Field Offices and other concerned OBSUs and agencies. The PDO IV (Team Lead) is responsible for managing DRCC in compliance to its technical requirements in disaster monitoring, coordination along with information and development management - particularly in bringing out complete staff work in the accomplishment of its required tasks.

Functions and Responsibilities:

1. Supervise and oversee the performance of the DRCC Team on duty and ensure smooth and efficient DRCC Operations during the scheduled shift;

2. Ensure dissemination and publication of all consolidated updates/reports;

3. Analyze and thoroughly review the completeness and substance of the documents processed by unit / team members;

4. Review, edit, supervise and evaluate comprehensiveness of report contents by proofreading; determine necessary changes or improvement; and ensure that modification and/or enhancement on the content was done;

5. Coordinate with the appropriate agencies and DSWD Field Offices (FOs) on matters

pertaining to DRCC technical requirements.

6. Provision of technical assistance to DSWD FOs on disaster reporting;

7. Conduct learning sessions / technical assistance with the team to process the experiences that have technical operation implications;

8. Conduct spot check monitoring of DRCC Technical Staff work assignments;

9. Closely collaborate with DROMIC Head and Section Chiefs to ensure coordinated efforts and complete staff work;

10. Attend to all immediate requests and visits of officials;

11. Ensure the proper turnover of documents / information, logbooks, official mobile phones and other equipment;

12. Ensure that the incoming Team Leader (TL) reports for duty. Should the incoming TL fail to report, the outgoing TL must not leave or abandon their post without turning-over the duties and responsibilities to incoming duty/next in command with his/her acceptance. Likewise, the incoming TL must inform the outgoing TL/team, if they are going to be late to report for duty;

13. Observe proper endorsement of duties and responsibilities, documentation, and other concerns to incoming TL and other duty personnel; and

14. Undertake additional duties and other DRCC-related works that may be assigned from time to time by higher authorities.

Job Outputs:

1. Record of Supervision to DRCC technical staff; correspondence; and other related communications;

2. Approved DRCC related reports, Infographics, PPTs etc;

3. Feedback Report / After-Duty-Report on a daily basis with turn-over documentation to the

next Duty Team; and

4. Other reports as may be required.
