Education

Bachelor's degree in Computer Science, Information Technology or any IT-related courses

Training

:

Sixteen (16) hours of relevant training, preferably in Systems Analysis, Design, and Development; Database Management; Web and Mobile Application Development; Information Management and Analysis; Full-Stack Development (Python, PHP, Java, AJAX, HTML5, CSS3, React Angular and Vue.JS); MySQL, MSSQL, and modern MVC frameworks (e.g., Django, Laravel, Codelgniter). Training in Disaster Response Systems, Organizational Development, and Information Technology is also preferred.

Experience

:

Three (3) years of relevant experience on Systems Analysis, Design, and Development, Database Management application and administration, Web Systems Design and Development, and Information Management and Analysis. Experience in ICT service management, and possessing other relevant experiences in the implementation of DRRM programs, projects, and activities (PPAs), as well DRRM policies & guidelines.

Minimum of one (1) year of experience in Full Stack Development.

Proficiency in Python, PHP, AJAX, Java, MySQL, MSSQL, NodeJS, HTML5, CSS3, React, Angular and Vue.JS

Experience in utilizing MVC framework for web development projects.

Strong skills in API integration and development.

Demonstrated ability to develop and maintain complex web applications.

Experience in developing mobile applications iOS and Android OS.

JOB DESCRIPTION

1. Develop, maintain, and enhance disaster management systems within the Disaster Risk Reduction and Management (DRRM) framework, including mobile and desktop applications with offline and online capabilities.

2. Ensure system interoperability and integrate DRRM platforms with existing disaster response systems, such as DROMIC.

3. Manage and secure DRRM databases, ensuring data accuracy and regular updates.

4. Collaborate with stakeholders to improve system performance and provide technical support throughout the project lifecycle.

5. Develop ICT proposals to enhance system capabilities and ensure system scalability.

6. Establish IT policies and guidelines to standardize the use of ICT resources in DRRM operations.

7. Prepare documentation and reports, including Terms of Reference (TOR), to support project objectives.

8. Track daily data uploads and ensure the completeness and accuracy of information across DRRM databases.

9. Provide technical assistance for field operations, including server installations in DSWD offices.

10. Support project milestones by coordinating with team leaders, validators, and other stakeholders to address data or system-related issues.

Functions and Responsibilities:

1. Oversee the completeness and accuracy of data uploaded DRRM databases, and ensure the database is regularly updated.

2. Address incomplete or incorrect data uploads by coordinating with Team Leaders for necessary verifications and corrections.

3. Work closely with Team Leaders and Validators to improve system interoperability and usability, and resolve any issues.

4. Participate in training sessions and collaborations with partner agencies to enhance the use of the online beneficiary registration and verification system for distribution planning, management, monitoring, and reporting.

5. Maintain the safety and security of all project-related equipment, hardware, and software throughout the project lifecycle.

6. Support the installation of roaming servers within DSWD Central & Field Offices and provide technical assistance during the initiation and conclusion of beneficiary registration.

7. Track daily uploads and accomplishments of Enumerators and Team Leaders, ensuring project milestones are met.

8. Undertake additional tasks as directed by the Project Manager and/or ITO II.

Job Outputs:

1. DRRM Systems: Build and maintain mobile and desktop systems for disaster reporting, inventory management, and ensure offline/online functionality.

2. Ensure System Interoperability: Guarantee that DRRM systems are interoperable and scalable for future integrations.

3. Integrate with Existing Platforms: Connect DRRM systems with platforms like DROMIC for improved disaster response.

4. Collaborate with Stakeholders: Work with stakeholders to align system development with national disaster protocols and meet project goals.

5. Manage and Secure Databases: Collaborate with ICTMS to secure, monitor, and maintain DRRM databases, including family profile tracking.

6. Address Database Issues: Identify and resolve database issues, ensuring the safety of all project-related hardware and software.

7. Develop ICT Enhancement Proposals: Create proposals to improve ICT capabilities within the DRRM system.

8. Create and Implement ISSP: Develop an Information System Strategic Plan (ISSP) that aligns ICT initiatives with organizational goals.

9. Establish IT Policies: Develop IT policies and guidelines to standardize DRRM ICT resource usage.

10. Provide Reports and Technical Assistance: Deliver regular updates, reports, and technical assistance to support project tracking and engagement.

11. Draft TOR and Reports: Prepare Terms of Reference (TOR) and other required documentation to support ICT project management.
