JOB DESCRIPTION
Under the direct supervision of the Supervising Administrative Officer, the Administrative Officer V is responsible for assisting in the monitoring and management of the NHTO's budget, including external funds. This role involves processing requests for budget reallocation and modifications from Field Offices (FOs), preparing monthly disbursement plans, and generating financial reports. The Administrative Officer V also supports the development of budget forecasts, tracks expenditures, ensures compliance with financial policies, and provides recommendations to optimize fund utilization, for efficient and effective financial management of the NHTO.
Functions and Responsibilities:
1. Assists in the development of the Work and Financial Plan (WFP), Monthly Disbursement Program (MDP), and other related documents;
2. Reviews and evaluates the Project Procurement Management Plan (PPMP) in relation to the WFP;
3. Reviews and processes modification/reallocation requests from various Field Offices;
4 . Assists in managing the NHTO's funds, Including external funds;
5. Reviews and processes Obligation Request Status (ORS) to ensure financial claims are eligible under project funds, In alignment with the approved WFP, and in compliance with accounting rules, regulations, DBM, COA Circulars, and relevant resolutions;
6. Processes and reviews activity proposals in accordance with the WFP, considering cost parameters and adhering to DSWD, COA, and DBM guidelines;
7. Provides technical assistance to budget focal at the Field Office levels; and
8. Performs other tasks as directed by the Supervising Administrative Officer or Director.
