JOB DESCRIPTION

He/she is expected to assist in the implementation and process of procurement activities for Beneficiary FIRST-related transactions under the supervision of the Procurement Management and Bids and Awards Committee Section Head, and with some latitude for the exercise of independent judgment.

Functions and Responsibilities:

1. Ensures compliance with applicable procurement laws and other existing rules and regulations in every transaction assigned;
2. Checks Purchase Request (PR) for completeness of specifications and necessary supporting documents; Provide technical assistance (TA) to end-users through preparation of memorandum or PR Action Slip and/or personal discussion, among others, explaining the requirements pursuant to procurement law (R.A. 9184 and its Revised Implementing Rules and Regulations), Government Accounting and Auditing Rules and Regulations, and other applicable existing guidelines;
3. Prepares bidding documents/Request for Quotations/Request for Proposals; explores market/service providers; invites and encourages bona fide Suppliers/Service Providers/Consultants to participate in the procurement transaction at hand;
4. Attends to Pre-Procurement activities, pre-bid conference, contract negotiation, agreements and other procurement activities/meetings;
5. Secures valid quotations and endorse to the Bids and Awards Committee (BAC) or Purchase Committee for evaluation or deliberation prior to awarding of contract;
6. Prepares contract/purchase order (PO) in accordance with prescribed forms and templates.
7. Prepares technical, periodical or day to day reports, memoranda, letters other correspondences related to any transaction managed, when required;
8. Ensures that all transactions are properly and systematically maintained or turn-over to records in-charge;
9. Attends to consultation meetings with World Bank (WB);
10. Ensures that prior to posting of the RFQ, the necessary documents (e.g. Requisition and Issue Slip/Purchase Request [RIS/PR], Project Proposal, Terms of Reference) have already been duly approved and that the procurement at hand is included in the Project Procurement Management Plan (PPMP) of the requesting party;
11. Reviews the specifications of the subject procurement as to its completeness. Also, he/she shall bring into the attention of his/her immediate supervisor, or in the absence of the latter the BAC, anything which might constitute as a derogation from the procurement law/ guidelines such as, but not limited to, reference to brand names, tailor-fitted specifications, or that there is no sufficient lead time to procure the goods or services;
12. Posting of the RFQ, REI, RFP, or Procurement Opportunities, as the case may be at the Philippine Government Electronic Procurement System (PhilGEPS) and DSWD websites in accordance with the minimum period prescribed by law/ guidelines for posting. Also, he/she shall inform the designated procurement officer of the Procurement Planning and Management Division (PPMD) once the same is posted in order for the latter to invite prospective suppliers, service providers or consultants;
13. Coordinates closely with the designated procurement officer relative to a particular procurement for purposes of collecting and collating the quotations received, within the minimum prescribed posting period, from suppliers, service providers or consultants;
14. Prepares the Abstract of Quotation (AOQ) accurately by checking and reviewing each and every quotation received. Also, he/she shall undertake the verification with any supplier, service provider, or consultant if there are details in the quotation of the latter which need to be clarified;
15. Prepares the necessary BAC resolution for every request which call for the use of alternative methods of procurement aside from Shopping, Small Value Procurement, or Lease of Real Property, as required;
16. Post the Award Notices, Purchase Order, Contracts, as the case may be at PhilGEPS and DSWD websites for every successful bidding and/or procurement results;
17. Prepares office communications, correspondences, and reports as may be required;
18. Updates the Procurement Monitoring Report (PMR); and
19. Performs other related tasks as assigned or required.
