JOB DESCRIPTION

The Project Development Officer III functions as a focal person to field offices assigned and provides technical assistance to them. This focal person is also in-charge of the facilitation of FOs' request, prepares Work and Financial Plan (WFP), Project Proposals and documentary requirements needed on the request for the funds needed.

 

The Project Development Officer III also gets involved in the enhancement of the guidelines for the proper execution of programs and drafts communication in relation to the programs' implementation. He/she may also be appointed to attend and participate in various meetings and activities that includes Early Recovery functions.

Functions and Responsibilities:

1. Assist in the project management e.g. monitoring/validation, provision of technical assistance on shelter assistance projects for the disaster, conflict-affected families.

2. Prepare, analyze and consolidate shelter and other DRRM reports for submission to the DSWD-Central Office.

3. Conduct assessment/evaluation and provide recommendations on requests for technical assistance and resource augmentation form LGUs, NGOs, CSOS and Pos.

4. Undertake field works during disaster relief operations and other PPAs.

5. Facilitate and coordinate partnership engagement with National and International No-Government Organizations, National Government Agencies and Business Sectors in the implementation of DRRM related programs and activities.

6. Review, analyze and provide comments/inputs on accomplishment report submitted monthly/quarterly, semi-annual and annually by the Field Offices.

7. Draft guidelines related to DRRM and IDP Protection Cluster's programs/projects/activities.

8. Review and provide comments/inputs to the draft guidelines of other OBS and NDRRMC member-agencies.

9. Prepare communications, MOA with stakeholders.

10. Attendance to inter-agency, bureau meetings, special events and training/workshop related to DRRM-PPAS.

11. Coordinate with DSWD Field Offices' IDP Protection focals and cluster-member-agencies for issues and concerns relative to the cluster.

12. Prepare project proposal related to DRRM.

13. Prepare Feedback Reports, and

14. Perform other related tasks as may be assigned from time to time.

Job Outputs:

1. Manuals and Terms of References (TORs);

2. Policy review and enhancement on policies, guidelines, and procedures relative to DRRM and IDP Protection;

3. Feedback Reports on field visits/technical assistance conducted;

4. Consolidated quarterly, semestral, and annual reports of the unit;

5. Work and Financial Plan of the Unit; and

6. Memoranda and other Office communications.
