JOB DESCRIPTION
Performs technical functions in the Standards Development Division (SDD) and does other related functions.
Functions and Responsibilities:
1. Conduct environmental scanning on emerging social welfare standards, issues and trends in aid of standards development and legislation;
2. Develop/revise regulatory standards, guidelines, manuals, tools and other policy documents;
3. Conduct dialogue, policy fora and consultation sessions via various platforms on standards review and development involving the regulators, regulated-entities, other stakeholders and the public;
4. Conduct regulatory impact assessment as part of the standards/guidelines development process;
5. Develop and pilot testing strategies relative to standards development and quality service delivery of social welfare and development programs and services;
6. Conduct orientation and capacitate regulators and/or regulated-entities on newly approved regulatory standards, guidelines, manuals, tools and other policy documents;
7. Assist in advocating legislative agenda relative to the regulation of Social Welfare Development Agencies (SWDAs) and Social Welfare Development (SWD) service providers;
8. Monitor the implementation of the guidelines after its enforcement;
9. Conceptualizes and develops standardized information education campaign (IEC) martials along regulatory services;
10. Conducts advocacy activities to the target public via various platforms; and
11. Perform other tasks as assigned by the Division Chief of Bureau Director.
Job Outputs:
1. Regulatory policies, guidelines, standards, tools, manuals and other related documents;
2. Reports on conducted dialogue, policy for a, consultation sessions, regulatory impact assessment, pilot test, and orientation/capacity-building activities among others;
3. Technical reports along advocacy, IEC materials and among others; and
4. Communications to OBSUs, FOs, and various stakeholders relative to advocacy of regulatory.

8. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI/Police clearance;
9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
10. Performance Rating in the last rating period or its equivalent, as may be applicable.

(i) For those applicants from the public sector vying for promotion, a performance rating is required.
(ii) For internal (including COS workers) and external applicants from the public sector: Latest and duly approved Individual Performance Commitment and Review Form (IPCRF).
