JOB DESCRIPTION
The Project Development Officer III (Planning Officer) acts as lead technical staff in planning targets and annual program coverage and milestones, as well as setting multi-year physical targets and their corresponding budget.
Functions and Responsibilities:
1. Prepare guidelines and tools for planning, monitoring and evaluation;
2. Ensures the setting of the annual national, regional and provincial targets based on program priorities, as coordinated with other offices;
3. Organize planning and evaluation seminars and implementation process reviews;
4. Analyze and validate regional implementation reports vis-à-vis the national plan;
5. Validates and ensures the timely submission of the national implementation status reports, in coordination with SLP-NPMO units;
6. Ensures the preparation and coordination of national budget and funding (project planning, implementation and post-implementation, including progress reports);
7. Prepares semestral and annual performance reports;
8. Act as Integrity Management focal person for the SLP-NPMO;
9. Act as representative to Performance Management Team/OPC/R Focal for the SLP NPMO;
10. Act as ManCom Secretariat;
11. Acknowledges, analyzes, comments and provides inputs on regional reports through table/desk review and monitoring;
12. Align the SLP Thrusts and Priorities to DSWD Thrusts and Priorities;
13. Attends to Technical Working Group (TWG), inter-bureau meetings and/or act as focal person on designated program;
14. Coordinates with the other OBSUs re: complement and supplement of the program and/or vice versa;
15. Assist in the development of Work and Financial Plan;
16. Consolidates Yearly Provincial Targeting;
17. Draft Criteria for Annual Targeting;
18. Develop / Enhance SLP Logical Framework;
19. Develop/Enhance SLP Theory of Change;
20. Prepares Reports and responses for Freedom of Information' request;
21. Acknowledges Regional Offices submitted reports;
22. Develop and/or Craft SLP Thrust and Priorities;
23. Develop tools for Planning related workshop (Year Starter Planning, Operational Planning, Midyear Planning and Year End PREW);
24. Prepares Activity proposal, activity flow, and executive summary;
25. Draft Accomplishment Reports for HDPRC, PPAN, etc.;
26. Assist in Annual Budget Coordination and Preparation;
27. Develop/Enhance SLP Enterprise Risk Management;
28. Represents as the Internal Quality Auditor of the SLP NPMO;
29. Perform other related tasks that may be assigned from time to time by the supervisor.
