JOB DESCRIPTION

Under the supervision of the PDO IV, He/She shall be in charge of the overall monitoring or regional performance and provision of technical assistance to the Regional Program Management Offices on the PAMANA processes and ensure that target deliverables are completed according to prescribed standards and timeline. The PDO III also acts as the lead Monitoring and Technical assistance provider in supervising and consolidating the operation reports from each region.

Functions and Responsibilities:

1. Identifies and recommends additional function of bureaus for a more effective implementation of programs;

2. Identifies areas for action research necessary for the development of the different welfare programs;

3. Recommends other programs which may complement/supplement or modify existing programs/projects;

4. Assists in liaison work with other government agencies and non-government organization if need arises;

5. Assists in the preparation of materials and literature on the different programs; assists in other integrated government and civic projects/programs on social welfare;

6. Assists LGAs, LGUs, NGOs, and POs in the development, preparation, and packaging of project proposals;

7. Formulates policies and procedures to simplify availment of funding requests and/or selection/endorsement of projects for fund matching;

8. Develops assessment tools for review/screening/endorsement of project proposals;

9. Establish and maintains linkages with donor agencies both local and international through sectoral meetings/consultations, workshops/writeshop conferences/project fairs and participation in foreign missions; develops monitoring guidelines, tools and reporting system;

10. Conducts assessment and evaluations of social welfare development projects implemented by LGUs, NGOs, and POs;

11. Establishes data bank of projects with funding support and its current status;

12. Prepares and submits required reports to donor organization;

13. Performs other assignments that may be required from time to time.

3. Sound budget preparation and efficient financial management;

4. Excellently written Memoranda, Minutes of the meeting, Reports, Letters, Executive Brief, Research, Proposals, and Speeches;

5. Other documentation and administrative reports;

9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
10. Performance Rating in the last rating period or its equivalent, as may be applicable.

Note:
(i) For those applicants from the public sector vying for promotion, a performance rating is required.
(ii) For internal (including COS workers) and external applicants from the public sector: Latest and duly approved Individual Performance Commitment and Review Form (IPCRF).
