The Integrated Personnel and Pay System-Army (IPPS-A) is the Army project office that oversees acquisition programs for the department’s human capital solutions. IPPS-A is chartered to modernize and integrate more than 30 current Army Human Resource systems for readiness, talent management, personnel management, and pay activities that support 1.1 million soldiers. The team from Chenega-Cyberstar is responsible for providing program management support services across the IPPS-A program. The Cost Analyst, Senior supports the IPPS-A PMO by performing cost estimates and analyzing acquisitions and programs for IPPS-A PMO to understand the costs and resource impacts of their decisions. Responsibilities Assists in the development of program and budget materials; Develops Program Life Cycle Cost Estimates for Department of Defense (DoD) initiatives and acquisition programs. Develop cost models and estimating relationships. Assists in the conduct of cost-benefit and business case analyses. Works as part of a multi-disciplinary team. Manages, documents, represents, and defends all formal costing activities. Develop independent government cost estimates (IGCEs) for upcoming contract awards. Develops / Performs economic analyses for milestone decisions and return on investment (ROI) evaluations for multiple Analyses of Alternative (AoA) studies. Annually supports all aspects of Program Objective Memorandum (POM) submissions. Establishes and continues to maintain strong professional working relationships with multiple oversight and evaluation offices within the Army and DoD, including DASA-CE, ASA (ALT), G-3/5/7, G-4, G-8, CAPE, DCARC, DASC, and DCM. Initiates and/or develops requirements from a project’s inception to a conclusion for complex to extremely complex programs. Provides strategic advice, technical guidance, and expertise to program and project staff; Provides detailed analysis, evaluation, and recommendations for client-specific or mission-critical challenges/issues. Consult with clients to define needs or problems and lead data collection efforts that support studies and analyses to recommend achievable paths forward. Other duties as assigned. Qualifications Bachelor’s degree, preferably in finance 10+ years of experience performing cost analysis work 5+ years of hands-on experience developing cost estimates using the Automated Cost Estimate and Interactive Tool (ACEIT) Level II DOD Financial Management Certification - preferred. Active Secret Security Clearance Knowledge, Skills, and Abilities: Excellent interpersonal skills and a collaborative management style. Excellent communication skills, both verbal and written. Experience developing Program Office Estimates (POEs) using Army Costing databases and tools (e.g., Automated Cost Estimate and Interactive Tool (ACEIT), System Evaluation and Estimation of Resources (SEER), Parametric Review of Information for Costing and Evaluation (PRICE), and Software Lifecycle Model (SLIM)) required. Shall have the required skills, training, and experience necessary to use the following software program(s): Microsoft Office (Word, PowerPoint, Excel, and Outlook), Microsoft Products (SharePoint, Visio, and Project), and Computer Hardware Enterprise Software Solutions Program (CHESS). Shall have the required skills, training, and experience necessary to use cost estimating and scheduling tools, such as the software program(s) including Cost Estimating and Scheduling Tools such as, but not limited to: Automated Cost Estimate and Interactive Tool (ACEIT)-Cost Development, Software Lifecycle Model (SLiM)-Agile Costing, System Evaluation and Estimation of Resources (SEER) Estimating Suite, True Planning-Agile Costing, Deltek Application, Primavera P6, Primavera Risk Analysis, and Power BI Shall have the required skills, training, and experience necessary to use Budget Management Support Tools including but not limited to GFEBS – Enterprise Resource Planning (ERP) and BI Applications, Logistics Management Program (LMP), cProbe, APMS, Budget Maintenance, ITAS, cSustain, Defense Travel System (DTS), PMRT – MAR/DAPR/PMRT Enterprise Analytics/Spend Plan/State by State/FO Dashboard/FO Dashboard (OMA), CCAR – Funding Documents/Recon/Spend Plans/Re-Forecasting, ADVANA Dormant Account Review Quarterly (DAR-Q) – Quarterly Reconciliation, Procurement Integrated Enterprise Environment (PIEE) – Wide Area Worflow (WAWF) and Electronic Data Access (EDA) – Contract and Invoice Research, SNaP – App to upload T&E Report and Costs across POM years, Snap-IT, PANDR/ALTESS – P&R form updates for BES & PB, APMS – Funding / Narrative updates, and PMART.
