Job Description:
Parsons are looking for an exceptionally talented Cost & Change Control (C&CC) Manager to join their team, reporting into the Project Controls Director, you will be responsible for the day-to-day operation of the Cost & Change section within the program.
The C&CC Manager will develop both the Cost Management Plan and the Change Management Plan and their associated procedures, tools and reports for the program in line with the Portfolio Cost Management Plan, the Change Management Plan and their associated procedures in place.
Additionally, as required by the Program and in line with the Client’s requirements (existing and future), the C&CC Manager will develop the procedures, tools and documents for use by the contractors and the consultants in the delivery of their scope.
Finally, the C&CC Manager will be responsible for supporting the contractors and the consultants in their implementation of the said tools, documents and procedures, and in monitoring their performance in complying with these procedures in a timely manner.
What You'll Be Doing:
Hold regular meetings with the contractors & consultants to ensure quality and accuracy of the cost data (Minutes are to be recorded). Training on the tools and procedures is to be organized and conducted to this extent.Develop and maintain the Cost Breakdown Structure (WBS) and associated control accounts, best suited for the program and aligned with the project WBS.Report regularly to the Client and to the Program team on cost expenditures (actuals vs planned vs budget) and any associated issues. Recommendations will be made for budget transfers, use of contingency when required. This is to be done for both the Yearly and the Full Life Cycle budgets.Manage the preparation and submission of the Yearly budget in collaboration with the Planning Manager.Provide the Planning team with the relevant cost data so the P6 schedules can be accurately cost loaded and progressed every month.Provide the relevant cost data to the Reporting Manager so the regular reports can be kept updated and accurate.Support the Risk Manager in the risk analysis exercises to be conducted.Supervise effectively the Cost team in their day-to-day activities.Set appropriate objectives for the Cost team, to complete performance reviews and to provide guidance for personnel development for the team members.Hold regular meetings with the Client, the Program team and the contractors & consultants to ensure quality and accuracy of the change request(s) to be submitted to/from the contractors and consultants (Minutes are to be recorded). Training on the tools and procedures is to be organized and conducted to this extent.Report regularly to the Client and to the Program team on the progress status of change requests for the program and any associated issues.Organize and chair the regular Change meetings (minutes of meetings to be recorded). To this extent, the C&CC Mgr. will ensure that each change request is duly documented and progressed (with the minimum quorum attained so the meeting can take place).Interface with the necessary program team members so the relevant and accurate data is collected for each change request to be reviewed.Provide the relevant status update to the Reporting Manager on the change requests currently being prepared, reviewed, agreed and rejected. Explanatory notes are also to provided.Supervise effectively the Change team in their day-to-day activities.Set appropriate objectives for the Change team, to complete performance reviews and to provide guidance for personnel development for the team members.Perform other duties associated with this position as may be required.What Required Skills You'll Bring:
Bachelor’s degree in finance, cost management or related field from a recognized university is required.Minimum fifteen (15) years of work experience in cost management on engineering and construction projects.Minimum 5+ years of experience in a leadership capacity.PMO/PMCM experience is required; GCC experience is required.Experience on Mega/Giga Transportation Infrastructure programs (Aviation and/or Rail).Previous experience of cost management on a PIF-funded project is a must.Thorough knowledge of industry practices and regulations (incl. accruals)Ability to work in teams; ability to follow through and prioritize workload; ability to meet deadlines a complex program environment.Strong written and oral communication, organizational, interpersonal skills, and customer service skills are required, both internal and external facing.What Desired Skills You'll Bring:
