Our Nuclear Projects group is a Tier 1 provider to the U.S. Department of Energy, we deliver safe and innovative solutions at complex nuclear cleanup and production sites. Our services include program management, decommissioning, environmental remediation, waste and nuclear material management, nuclear operations, consulting, engineering, and construction. We are looking to add a Cost Estimating Manager to our growing team on our project located in Scoville, ID which is approximately 55 miles outside of Idaho Falls.
The Cost Estimating Manager is responsible for providing direction, oversight, guidance and support to all Cost Estimators supporting the Spent Fuel Handling Project at the Naval Reactors Facility of Idaho National Lab. Leads development and maintenance of reports, procedures and work processes for conducting project estimates. This position reports to the Project Controls Manager. Works with Operations and Project leadership including the Project Manager, Project Controls Manager, Construction Manager and Engineering Manager as required to develop timely and accurate cost estimates.
Primary Duties\:
Analyzing proposals, architectural drawings, and specifications to prepare time, cost, and labor estimates for projects Work closely with the Project Controls Manager, Project Managers and Customer. Overseeing and managing the estimating team Creating complete mechanical estimates for large and complex projects Determining the costs of a project by breaking down each aspect and element Estimating expenses for budgeting purposes Specializing in estimating the total cost, time, labor, materials, and equipment required for construction projects Provide leadership and training for the estimating team members. This role will be responsible for the performance of those within the group as well as creating a positive team environment Will be responsible for the status and delivery of all estimate proposals that are tasked to the estimating team. Must be a senior construction cost estimator Bachelor’s degree in a related field is preferred, but relevant work experience and training are a top priority A comprehensive understanding of large-scale engineering, procurement and construction processes including the logic, scope sequences, fabrication shop load requirements, and subcontract requirements / interfaces Ability to direct, follow direction and lead other cost estimator employees Ability to work together with Client and other Contract representatives as part of a group, the ability to accurately communicate ideas, instructions, questions, problems, solutionsRequirements\:
Must have proficiency using various cost estimating software Strong skills in MS Office suite of software (emphasis on Excel skills) Experience with CD 2/3 DOE Order 413.3B estimating, with a strong emphasis on post CD 3 construction estimating Experience estimating Firm Fixed Price contracts Familiar with GAO Estimating Best PracticesCompetencies\:
Excellent written and verbal communication skills Strong problem-solving and analytical skills Strong prioritization and organizational skills Detail-oriented Adaptability Critical Thinking Decision Making Strategy Collaboration Self-motivatedEssential Functions\:

Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. No foot controls necessary. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.

· U.S. Citizenship required. Valid driver's license is required. Must be able to work in a team atmosphere. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. Must take and pass a pre-employment drug, background check and site security badge screening.
