Cost / Schedule / Controls Engineer / Specialist III

Our client, a major Oil & Gas company is seeking a Cost Engineer to work within their facilities located in Midland, TX for a 12-month contract (possible to extend)


Main Functions

The Cost/Schedule/Controls Engineer will be responsible for cost estimation, scheduling, and project controls for power lines, substations, and general distribution projects. This role includes preparing and reviewing cost estimates, forecasts, and budgets while ensuring quality assurance in project controls.

 

Key Responsibilities

Establish and maintain baseline cost control systems (internal and external) and documentation.

Prepare cost forecasts, trend reports, and monitor project budgets.

Analyze deviations, overruns, and underruns, providing recommendations for corrective actions.

Develop quarterly budgets and manage Authorization for Expenditures (AFE) for projects.

Handle monthly cost accruals and ensure accurate financial reporting.

Assign and schedule projects to third-party contractor crews.

Prepare check estimates and schedules for comparison with Operated by Others (OBO) submittals.

Participate in estimating and scheduling assessments, ensuring project cost and schedule verification.

Contribute to process efficiency improvements and quality assurance reviews within the Estimating Group.


Required Skills & Qualifications

Education: Bachelor’s degree in Engineering or equivalent professional experience.

Experience: 10+ years in cost estimating, project planning, and project controls (preferred).

Proficiency in cost estimation, project scheduling, and financial management.

Strong analytical, computing, and consulting skills.

Ability to influence, negotiate, and collaborate effectively across teams.

Experience working with PowerBI, Alteryx, and Excel (preferred).

Adaptability to changing priorities and strong organizational skills.

Excellent interpersonal and communication skills.
