Reports to: Country Manager

Supervises: HR Co-ordinator, Secretary & General Worker

Location: Fugro Survey Africa (Pty) Ltd, Cape Town, South Africa

1.Basic Function

Within the assigned country, the Country HR Manager leads and manages all HR operations for operating companies within the assigned geography. The Country HR Manager is ultimately accountable for the performance of the human resources team within the assigned country. All in-country HR staff report functionally to this position.

The Country HR Manager is the senior HR professional in country and ensures that his/her HR organization maintains high levels of customer satisfaction while ensuring no service gaps towards management and staff. The Country HR Manager is responsible for delivering HR services in a quality, customer friendly, and cost-efficient manner.

The Country HR Manager is responsible for legal compliance on employment matters and serves as a management representative towards employee external compliance authorities.

The Country HR Manager also acts as the liaison between global and local HR teams (upward and downward communication), representing the designated Country.

2. Primary Duties and ResponsibilitiesProvides mentorship, guidance, advice, training and support to senior management and local HR teams.Establishes and maintains an effective system of communication throughout the country on HR matters with management stakeholders regarding country HR related initiatives; travels within assigned country as necessary to build stakeholder alignment and support.Assist management stakeholders, with hiring, termination, performance appraisal, training and development, and job assignments of the HR staff in the country.Monitor HR service delivery levels to ensure services are delivered in a professional, efficient and cost-effective manner.Develops appropriate KPIs to monitor performance levels of the HR function and periodically reports on these measurements to management.Ensures that ongoing support and delivery model are stable, and optimize resources across business units in a non-partisan manner.Acts as a champion for global and/or regional HR initiatives and drives deployment and acceptance of initiatives within the assigned country, and within the scope of their remit, is ultimately accountable for the success of global and regional HR programs in the country.Periodically reviews and audits local HR with regards to compliance on global and regional HR program implementation and other related HR matters.Inputs to annual budget for the HR team.Utilises HR technologies such as Workday to the fullest possible extent including employee and management self-services.Ensures that data is well maintained.Gives support and advice with special HR projects as necessary and resolves complex HR issues which are escalated.Ensures compliance to all local legislation and integrates global and regional processes, policies and initiatives in the workplace.Maintains high ethical standards and demonstrates Fugro values within HR organisation.Responsible for establishing and maintaining meaningful and effective relationships with relevant third-party vendors and providers at the country or local level.Follows all applicable QHSSE procedures established by Fugro.Contributes to global and regional HR initiatives on an as-needed basis.As determined, additional specific duties or projects as assigned, which might include support given to other African entities.

3. Education and Experience RequirementsBachelor’s degree level or equivalent qualification in Human Resources Management.At least 10 years’ generalist HR experience & credentials, which demonstrates commitment to their HR career.Excellent communications skills, both orally and in writing.Excellent change management skills.Ability to negotiate and influence outcomes with others.Ability to coordinate and manage projects; high attention to detail.Compliance / Legal expertise in local employment practices and laws.
