Position Summary

The Country Program Coordinator (CPC) will primarily support the USAID Office of HIV/AIDS (OHA), Strategic Coordination and Communication Division as a Credence Institutional Support Contractor (ISC).

 

USAID is at the forefront of U.S. Government (USG) efforts to combat the HIV pandemic. The Agency is a key partner in the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the largest ever commitment by any nation for an international health initiative dedicated to a single disease. OHA provides strategic guidance, technical leadership, and support to country programs, including providing direction on allocating financial and human resources and providing technical assistance on design, implementation, and monitoring of HIV programs.

 

The Strategic Coordination and Communication (SCC) Division aims to provide support to USAID country teams and drive continuous improvement in program performance, position the Agency as a lead contributor among multilateral partners and as a thought leader and key implementer of PEPFAR within the USG interagency environment, and amplify USAID’s HIV efforts both internally and externally.  The Regional Advisors (RA) Branch sits within the SCC Division and serves as OHA’s primary point of contact for USAID Missions seeking headquarters support for the full range of HIV programming. Through advocacy and coordination of technical and management assistance, the Branch works to ensure effective, outcome-driven HIV programming.  RA Branch objectives include ensuring consistent, high quality support to USAID Missions, improving HIV-related coordination and collaboration within USAID Washington, promoting constructive engagement within the PEPFAR interagency space, and translating PEPFAR guidance into USAID action.

 

Within the RA Branch, the Country Program Coordinator supports a portfolio of bilateral and/or regional USAID HIV programs and coordinates OHA’s engagement with the USAID teams implementing them.  The CPC supports program accountability and supports USAID Missions to operate effectively within PEPFAR.

 

The CPC works closely with and complements senior OHA subject matter experts who serve technical and representative roles and regularly engages with in-country USAID HIV teams. The CPC works closely with the OHA Regional Advisors Branch Chief and performs the following major duties: 

Salary Range

Full salary range for this position is $97,500 to $152,620 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

Coordination:

Coordinates, convenes and co-leads with senior program advisors the team of OHA subject matter experts supporting the assigned portfolio.Coordinates and tracks OHA technical assistance to portfolio, including through development of strategic support plans that align with program/operational needs, PEPFAR strategy and USAID priorities.

Knowledge Management and Communication:

Serve as resource for broad knowledge and institutional memory related to programs in assigned portfolio.Facilitates effective communication among USAID in-country HIV teams, OHA, the USAID Global Health Bureau and Agency leadership.Takes and disseminates clear meeting minutes to relevant stakeholders.Maintains electronic program files.Support preparation of briefers, presentations, data call responses, external communications pieces, etc. for assigned portfolio.In collaboration with senior program advisors, translates PEPFAR, USAID and OHA guidance and communications into digestible and actionable information relevant for portfolio context.

Strategic Support for Program Planning, Implementation and Monitoring:

Develops and maintains in-depth knowledge of epidemiological and social context, USAID HIV programming and PEPFAR performance in assigned portfolio.Supports routine program monitoring, including through summary and analysis of qualitative and quantitative program results, financial activity, and progress toward localization goals. In collaboration with subject matter experts, identifies successes and challenges, shares analysis with relevant Agency stakeholders, brainstorms and contributes to solutions and tracks progress toward resolution. Supports country/regional operational plan development, including developing deep understanding of guidance and expectations, translating strategic discussion into decisions and deliverables, and deliverable drafting/review/completion/submission.Supports Implementing Partner work plan completion, including through information sharing, process coordination, draft review for quality assurance and completeness of submission, and interagency submission.Supports staff hiring and onboarding efforts for assigned country/regional programs and provides coverage for essential functions during periods of constrained staffing.Supports program evaluation and quality assurance activities to ensure programming is of high qualityTracks and supports program assessments, evaluations, procurement design and review efforts.Provides in country program support, as requested. Education, Requirements and Qualifications Master’s degree and 6 years of relevant experience, Bachelor’s degree and 8 years of relevant experience, Associate’s degree and 10 years of relevant experience, or High School Diploma and 12 years of relevant experience.US citizen or US permanent resident with the ability to obtain and maintain Facility Access is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.Experience in supporting program planning, management, and implementation, with preference for experience with programming in international or resource-poor settings and/or HIV response programming.Experience summarizing and analyzing datasets and presenting findings.Demonstrated leadership and group facilitation skills.Strong interpersonal skills, strong written and oral communication skills, and the ability to work with diverse teams, including in virtual settings.Strong teamwork, multi-stakeholder collaboration and management skills.Strong organizational skillsAbility to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.Experience coordinating groups of people toward common objectives and deliverables.Proficiency with Microsoft Office, Google, and other standard office systems.Ability to travel, including internationally approximately up to 25%.

 Other Qualifications:

Demonstrated knowledge of internal processes within USG and/or other health sector development partners (e.g., thematic priorities, decision-making mechanisms, and preferred funding channels).Experience with global health partnerships and disease-specific initiatives.Relevant foreign language skills, particularly official languages in countries where USAID implements HIV programs including French, Spanish, Russian and Portuguese are desirable.Experience working in countries receiving PEPFAR funding is desirable.Demonstrated experience working with a wide range of development partners, including multilateral and bilateral donors as well as private foundations and civil society.High degree of judgment, maturity, ingenuity and originality to interpret strategy, perform analyses, develop and present work, and to monitor and evaluate implementation of programs.
