Coordination and capacity building for the County Health Departments
Directly oversee project implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance at county level.Support the Health Manager to manage proactive and responsive relationship with county authorities.Compliance with all the donors’ requirements (reading the contract regularly).Coordinate the program with the health manager.In conjunction with the CHD conduct routine assessments and monitor health trends to inform programming.Engage with other NGOs and UN organisations to ensure effective leverage of resources.Support the CHD to facilitate donor visits and respond to all donor adhoc requests.Ensure that the CHD conducts weekly, monthly and quarterly review meetings.Facilitate the CHD to conduct quarterly joint support supervision.Support the CHD to keep a proper and well updated asset database.Ensure Accountability to the Affected persons (AAP).Respond to adhoc project and donor requests.Conduct quarterly QSC assessments at the HFs.Attend county level government and humanitarian health and nutrition coordination meetings.Program Implementation
Facilitate the CHD to implement quality Primary & Secondary Health Care services in the assigned County as guided by the HSTP project objectives, logical framework and work plan.Support the CHD to improve Maternal and Child Health indicators and EPI coverage in the County.Facilitate the CHD to conduct all budgeted trainings.Support the CHD to develop micro plans and ensure all HF EPI outreaches and EPI Micro Plan are revised as per the County Context and in line with UNICEF project design.Support the CHD to ensure that ALL HFs use MoH data collection and reporting tools by all HFs.In liaison with CHD, conduct weekly, monthly and quarterly supervisory visits to the health facilities.Facilitate the CHD to roll out full BHI package (selection, training, supervision, equipment, job aids and reporting tools).Conduct BHI monthly meetings.Facilitate the CHD with well-maintained vehicles, motorcycles, internet for project implementation.Ensure indicators are achieved and project performance by county meets donor expectationsFacilitate the CHD to undertake proper maintenance of HFs.Facilitate the CHD to maintain the county drug stores and undertake Last Mile Delivery of Medicines to the supported health facilities.Support the CHD to establish and maintain a proper functioning referral system ( 24/7 ambulance services)Carry out additional responsibilities and projects as assigned, including administrative and planning functions.Support the CHD to implement quality BeMONC and CeMONC at the supported HFs.Support the CHD to ensure that all supported HFs observe IPC procedures.Conduct routine support supervisory visits to the health facilities.Reporting
Provide quarterly reports including success stories by 15th of the preceding the quarter.Write weekly narrative updates and share with UNICEF every Thursday by 5:00pm.Report all incidences affecting HSTP MDTF service delivery within 24hours to UNICEF.Ensure all counties submit monthly DHIS2 by 8th of every month.Monitor the HSTP MDTF assets and ensure they are well tagged.Budget Management
Support the CHD to assess needs of project, priorities and develop clear budgets, BOQs etc.Develop procurement plans and trackers for the project.Develop accurate quarterly budget forecasts (within 10+/-).Raise requisitions on provision and follow up in a timely manner.Liaise with finance to ensure timely payment of incentives and other project activities such as trainings.Conduct monthly budget versus actual at the county level.Staff Management
Guide the County Staff, Project staff and all relevant staff in compilation and evaluation of information that relate to the program’s objectives.Ensure all project staff have signed performance agreements and are regularly appraised as part of performance management.Ensure adequate staffing and training of staff using available project resources for quality implementation.Directly work with the officers and CHDs to manage CHD staffs.Support the CHD to ensure qualified staff are recruited into budgeted positions.Support the CHD to ensure CHD and HF staff files are well kept and updated at all times at the CHD.Support the CHD to ensure health facility staff have JDs.Support CHD staff to provide timely monthly payrolls for HF and CHD staff.Provide on job coaching and mentorship to staff on weekly basis.Minimum Qualification required:
A Bachelor’s degree in human medicine, Clinical Medicine, Nursing, Midwifery, Public Health or paramedical disciplines .Demonstrate understanding of the South Sudan’s HSTP projects.Strong working understanding of Primary Health Care, Secondary Health Care and the Boma Health Initiative.Demonstrated application of Do No Harm, including understanding of intended and unintended consequences of gender equality and social inclusion interventions, and risk mitigation approaches.Excellent work experience in training facilitation and mentoring government staffs.Fluency in English language and the local languages spoken is an added advantage.Understands and is committed to WV’s vision, mission and core values.Applicant Types Accepted:
