This program aims to ensure incarcerated persons are properly enrolled in medical assistance, receive necessary prerelease services, and experience smooth transitions back into the community. The role requires coordination with various internal and external partners, adherence to Medicaid and Children’s Health Insurance Program (CHIP) requirements, and thorough reporting to support program monitoring and financial accountability. To support this initiative the incumbent will also provide leadership, direction and coordination for all phases of grants and contracts process operations including pre-award, award, post-award, monitoring and close out phases of the grants and contracts in accordance with state and federal laws, regulations and mandates including Federal Office of Management and Budget (OMB) Uniform Guidance, Office of Grant Management (OGM) policies; Department of Human Services Contracts, Legal and Compliance Division policies and procedures; and Behavioral Health Administration standard operating policies and procedures. The incumbent will develop, coordinate, and manage request for proposal (RFP) processes; draft, execute and manage contract and contract amendment processes; lead grant monitoring efforts including site visits, financial reconciliation, invoice oversight and approval, program, and financial grantee reporting; final close-out grantee evaluation; and consultation/technical assistance with grantees. The incumbent will partner on targeted activities, projects and outcomes with other Behavioral Health Administration staff, staff from other Department of Human Services (DHS) administrations, divisions, and other state agencies. The incumbent will be involved in providing technical assistance and consultation to internal and external partners on all phases of the grants and contracts processes and program operations with a variety of county and tribal governments, public health agencies, Department of Corrections, treatment and other social service providers, advocacy, and other interested groups. The incumbent, reporting directly to the SUD Reform and Redesign supervisor, will report on various activities, projects, and outcomes to other supervisors and managers within the agency, division, or department. **Domain of responsibilities includes:** + Lead the development and implementation of a readiness assessment tool that will be used to inform the capacity building grant making process and determine county correctional facility’s ability to implement the requirements of the 1115 reentry demonstration waiver services. + Lead, direct, and coordinate all assigned grant and contract processes related to capacity building and implementation grants for the Medicaid reentry demonstration waiver during pre-award, award, post-award, monitoring, and close-out phases either directly or in collaboration with other staff members providing grant management. + Lead, direct, and coordinate the budget and business processes in program/project/service area assigned including assisting counties with the required components of developing and reporting on reinvestment plans for all new federal Medicaid money expended for reentry services that were previously the responsibility of each facility and the required financial reports to the commissioner. + Lead, direct and coordinate stakeholder and community engagement related to county and jail capacity building in preparation for implementation of Medicaid service delivery under 1115 reentry waiver authority. **Minimum Qualifications** **_To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held._** Two (2) years of experience demonstrating expertise with government grants and/or contract competencies. **Experience must clearly demonstrate:** + Strong understanding of core contract and/or grant management standards and practices that include managing RFPs. + Understanding of grant knowledge roles and relationships of county, tribal, state, and federal governments. + Experience negotiating contracts terms to a wide variety of contractors and/or grantees. + Data research skills sufficient to identify best practices, abnormalities and track measurable results. + Program and project management skills that also includes tracking grant budgets and presenting program efforts. **_*Bachelor’s degree in social work, psychology, public Health, or another related fields may substitute for one (1) year of work experience_** _._ **Preferred Qualifications** + Variety of experiences working effectively with others from different backgrounds and cultures. + Knowledge of Minnesota’s Human Services Behavioral Health Programs and/or delivery systems. + Knowledge of Minnesota’s state and county corrections systems. + Experience presenting data. + Engagement and outreach skills to negotiate a variety of interests to reach consensus. + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns. + Lived experience of incarceration or experience working with incarcerated individuals providing services. **Additional Requirements** + MinnesotaDepartmentofHumanServices(DHS)criminalbackgroundcheckwillbeconductedonallfinalistsforthis position.Finalistsmustpassthe DHS backgroundcheck. + Employee reference checks will be conducted on all finalists.
